Sivil toplum kurumlarının yetimlere yönelik faaliyetlerinin analizi: İhh örneği = Analysis of the activities of non-governmental organizations for orphans: The example of ihh

Abstract

Bir toplumun geleceğinin belirleyicileri olan çocuklar zekası, ekonomik durumu, yaşı ve sosyal durumu ile orantılı şekilde beklenen düzeyde gelişmesi için korunmaya muhtaçtır. Bunun için yoksul veya zengin, suçlu ya da suçsuz, herhangi bir kimsesi olan ya da olmayan, bedensel, ruhsal ve zihinsel özrü olan ya da olmayan gibi ayrıma bakılmaksızın tüm çocukların korunması gerekmektedir. Annesi veya babası belli olmayan ya da annesiz ve babasız olması nedeniyle ebeveyn korumasından mahrum kalan bu çocuklar yetim sayılmaktadır. Toplumun en kırılgan kesimi olarak görülen bu çocuklar ülkeleri açısından önemli bir sorumluluk alanıdır. Çünkü yetim çocuklar ileride yaşadıkları ülkenin gençleri olarak nitelikli iş gücünü temsil etmektedir. Yetim çocuklara yönelik destekleyici çalışmalar hem kamu kurumlar hem de sosyal yardım ve sosyal destek konusunda faaliyet yürüten STK'lar eliyle yürütülmektedir. Bu STK'lardan birisi de İHH İnsani Yardım Vakfıdır. Bu çalışma da sivil imkânlarıyla az gelişmiş ve yoksul ülkelerde, yetimlere yönelik çalışmaları bulunan İHH'nın yetimlere yönelik faaliyetleri konu edinmektedir. İHH tarafından yapılan bu yardımların ne düzeyde başarılı sonuçlar ortaya koyduğu yapılmış bir alan araştırması ile analiz edilmektedir. Nitel araştırma yöntemlerinin uygulandığı çalışmada veriler yarı yapılandırılmış görüşme formu yardımıyla elde edilmiştir. Görüşme formu ilgili literatürden yararlanılarak araştırmacı tarafından geliştirilmiştir. Uzman görüşü alındıktan sonra son hali düzenlenen görüşme formu İHH'nın sunduğu olanaklardan faydalanan 32 yetim çocuğa uygulanmış ve elde edilen veriler betimsel analiz yöntemi ile analiz edilmiştir. Araştırmanın sonunda İHH insani yardım vakfı tarafından sağlanan sosyal yardım, eğitim ve sağlık olanaklarının yetim çocukların beşeri sermaye gelişimi ve başarı düzeyi üzerinde etkili olduğu çocukların öz yeterlilik inancını artırdığı görülmüştür.

Children, who are the determinants of the future of a society, need protection in order to develop at the expected level in proportion to their intelligence, economic status, age and social status. For this, all children must be protected, regardless of whether they are poor or rich, guilty or innocent, with or without anyone, with or without a physical, mental or mental disability. These children, whose mother or father is unknown or who are deprived of parental protection due to being motherless and fatherless, are considered orphans. Children, who are seen as the most vulnerable part of society, are an important area of responsibility for their countries. Because orphan children represent the qualified workforce as the youth of the country in which they live in the future. For this reason, supportive activities for orphans are carried out by both public institutions and non-governmental organizations operating in the field of social aid and social support. One of these non-governmental organizations is the IHH. This study deals with the activities of the IHH's, which has activities for orphans in underdeveloped and poor countries with its civilian facilities. In the study in which qualitative research methods were applied, the data were obtained with the help of semi-structured interview form. The interview form was developed by the researcher using the relevant literature. The interview form, which was finalized after receiving expert opinion, was applied to 32 orphans who benefited from the opportunities offered by the IHH, and the obtained data were analyzed with the descriptive analysis method. At the end of the study, it was seen that the social assistance, education and health opportunities provided by the IHH Humanitarian Aid Foundation had an impact on the human capital development and success level of orphan children and increased the children's self-efficacy belief.
