Türk Doğu Vilayetlerine Dair Bir Amerikan Belgesi

Abstract

Amerikan National Archives’ından alınan bu belge, I. Dünya Savaşı’nın hemen öncesinde ve savaş sırasında, Türk Doğu Vilayetlerine ait çoğunluğu istatistikî olan önemli bilgileri ihtiva etmektedir. O zamanki idarî taksimata göre Vilâyât-ı Şarkıye/Sitte adı verilen Erzurum, Van, Bitlis, Diyarbekir, Elazığ ve Sivas vilayetleriyle birlikte Trabzon ile Adana Vilayeti ve Maraş bağımsız sancağını konu alan bu belgedeki belli başlı madde başlıkları şu şekildedir: hudutlar, vilayet ve sancaklar, alan ve nüfus bilgileri, ulaşım, ithalat, ihracat, tarım, endüstri, çiftlik hayvanları, madencilik ve ormancılık. Türkiye’nin doğusunun tamamını konu alan bu belge, yabancı bakış açısıyla konuları ele almış ve bazı değerlendirmelerde bulunmuştur. Burada bulunan bazı bilgilerin doğruluğu tartışılabilir ve taraflılıkla kaleme aldığı iddia edilebilir. Bunlar bir yana bırakılırsa, belge içerisindeki bazı detaylı bilgileri başka bir kaynakta bulmanın imkânsızlığını da takdir etmek gerekir

This document from the National Archive of USA is included noteworthy information, generally statistical, concerning the Turkish eastern provinces before and during the period of the World War I. According to the administrative division, Vilâyat-ı Şarkıye/Sitte (Eastern/Six Provinces) was composed of Erzurum, Van, Bitlis, Diyarbekir, Elazığ and Sivas as well as Trabzon, Adana and independent Maraş district. In this document, subheadings dealing with these provinces are as follow: borders, provinces, sandjaks, population and territory, means of acces, import, export, livestock, mining and forestry. This document discussing all the eastern part of Turkey handles the subjects with foreign perspective and makes certain evaluation. It could be possible to criticize some of its information and even to claim that it was written under the effect of biased opinion. Laying aside all these, it should be emphasized that some of the detailed information in the document could not be found in other sources.
