Abstract

ÖZET 108M172 numaralı ĠġBAP Projesi ile ortaya konulan amaç, Türkiye‟de faaliyet gösteren Otomotiv Sanayisi ile doğrudan veya dolaylı ilgili, Ar-Ge yapan kuruluĢların bir platform etrafında birleĢmesini sağlamak ve yaratılan sinerji ile Otomotiv Sanayisindeki Ar-Ge kapasitesini önemli ölçüde arttırarak, bu alanda Türkiye‟nin uzun dönemli rekabetçiliğini koruması için gerekli çalıĢmaları, ortak akıl yöntemi ile tespit etmek ve baĢlatmaktı. Otomotiv Teknoloji Platformu (OTEP) bu amaç doğrultusunda kurulmuĢ ve üç yılı aĢkın proje zamanı süresinde planlamıĢ olduğu Türkiye Otomotivi için Vizyon Dokümanı oluĢturma ve buna bağlı olarak Stratejik AraĢtırma Programı raporu oluĢturma hedefi yola çıkmıĢ ve bu hedeflerine ulaĢmıĢtır. Platform ortaya koymuĢ olduğu vizyon ile hem Yurtiçinde hem de YurtdıĢında tanınırlığını arttırmıĢ ve geniĢ bir üye portföyüne ulaĢmıĢtır. Bunun bir çıktısı olarak da hazırlanan rapor ve dokümanlarda Otomotiv sektörünün tüm bileĢenlerinin katkısı sağlanmıĢtır. Yurtiçindeki ve yurtdıĢındaki konferans, sempozyum ve çalıĢtaylara katılım gösterilmiĢ, bu etkinliklerde oluĢturulan bilgi birikimi OTEP üyeleri ile paylaĢılmıĢtır. Yürütücü kuruluĢ OTAM Avrupa Otomotiv AraĢtırma Ortakları Derneği (European Automotive Research Partners Association (EARPA)) „ne üye olmuĢ ve çalıĢmaları aktif olarak takip etme görevini de üstlenmiĢtir. OTEP‟in üç yıllı aĢan faaliyeti süresince atmıĢ olduğu en önemli adımlardan biri organizasyonumuzun Ulusal bir Teknoloji Platformu olarak Avrupa Karayolu TaĢımacılığı AraĢtırma, DanıĢma Konseyi (European Road Transport Research Advisory Council (ERTRAC))‟nin web sitesinde (http://www.ertrac.org) resmen yerini almıĢ olmasıdır. Ulusal Teknoloji Platformları baĢlığının altında Türkiye‟yi temsilen OTEP ilan edilmiĢ ve çalıĢma gruplarımızca hazırlanmıĢ ve ilan edilmiĢ bulunan ayrıntılı vizyon metnimiz de web sitelerinde yayınlamıĢtır. Avrupa‟daki kulüplerin en büyüğü ERTRAC, “Türkiye” adına otomotiv teknoloji platformu olarak OTEP‟i tanımaktadır. OTEP bünyesinde üç yıl içerisinde gerçekleĢtirilen çalıĢmalar ve ortaya çıkarılan dokümanların kesin sonuç ve yargılar ortaya koyan dokümanlar olmaması ve belirli aralıklarla güncellenmesi gerekliliği, sektör içerisinde OTEP‟in üstlendiği rol ve hali hazırda yapmakta olduğu çalıĢmaların tamamlanması gerekliliği göz önüne alındığında platform devam ettirilmesi gerekli bir yapı olarak karĢımıza çıkmaktadır. Bu bilgiler ıĢığında 12 Mayıs 2011 PerĢembe günü gerçekleĢtirilen OTEP Ġcra Kurulu toplantımızda OTEP‟in ĠġBAP projesinin tamamlanmasının ardından da çalıĢmalarını sürdürmeye devam etmesine karar verilmiĢtir. ABSTRACT The main objective of the 108M172 numbered ĠSBAP project was to gather all related stakeholders of automotive industry, carrying out and/or supporting and organizing R&D activities together, creating synergy and thus augmenting the R&D capability of the Industry, doing also search conferences to determine the basic research areas to increase the competitivity of the Automotive Industry also in the long term. Automotive Technology Platform (OTEP) was established for the above mentioned purposes and during the three years of project, it reached the targets of creating Automotive Technology Vision Document and Strategic Research Program Report which is related to the technology vision. With its‟ vision, Automotive Technology Platform revealed an increased recognition both domestically and internationally, and as a result of the recognition it reached to a large member list which includes all related actors of Automotive business. With this large scale portfolio, the Automotive Technology Platform reports prepared with the contribution of all related member of industry. OTEP members were participated several Domestic and international conferences, symposiums and the knowledge generated at these events have been shared with members of OTEP. The coordinator company OTAM became a member of European Automotive Research Partners Association (EARPA) and has undertaken the task of active follow-up of the EARPA meetings and conferences. Within the project activity of three-years, one of the most important steps was the recognition of Automotive Technology Platform (OTEP) by the European Road Transport Research Advisory Council (ERTRAC)). OTEP vision documen is officially taken its place on the ERTRAC web site (http://www.ertrac.org). Under the heading of National Technology Platforms, OTEP has been declared to represent Turkey and our detailed vision, which is prepared by our working groups, has announced and published. ERTRAC, which is the one of the largest clubs in Europe, has officially recognizes Automotive Technology Platform OTEP. Studies carried out in three years of project showed that the published documents are not definitive documents and they are not setting out the any conclusions and judgments and as a result, all these documents need periodic updating as it has been doing in the similar platforms all over the EUROPE. With its role within the automotive industry, there is also a need the completion of the responsibilities which are currently on going in several working groups. In light of this information, in the Executive Board meeting which was is held on Thursday May 12, 2011, it was decided that the Automotive Technology Platform will continue its activities after the completion of ĠSBAP project.
