Avrupa Birliği'ne girmeden ilk adım olarak düşünülen GB çerçevesinde KOBİ'lerin önemli bir yeri vardır. Değişen şartlara hızla uyum sağlayabilen KOBİ'lerin, GB sürecinde, kısa devrede şok etkilere maruz kalabileceği tahmin edilmektedir. KOBİ'lerin, yerleşim alanlarına daha kolay yayılabildiği ve istihdam açısından önemli bir yere sahip olduğu açıktır. Toplam işletmelerin % 98.8'ini oluşturdukları halde üretimdeki paylan % 40; istihdama katkısı % 53, katma değer içindeki paylan % 38 civarındadır. İhracat açısından % 8-10 gibi bir paya sahiptir. Halbuki AB ülkelerinde bu oran 3-4 kat daha fazladır. Bu yüzden GB sürecinde teknolojiyi yakalaması ve Avrupa Birliği ülkeleri seviyesine ulaşması için desteklenmeye ihtiyaçları vardır. İşte, azda olsa bir katkıda bulunmak amacıyla, tezimizi bu konudan seçtik. Tezimizin birinci bölümünde AB'nin doğuşunu, gelişmesini, amaçlarım, Türkiye ile olan münasebetlerini ve Türkiye'nin AB'ye uyumu konusunda yapılması gereken düzenlemeleri belirtmeye çalıştık. İkinci bölümde GB'ni ve GB sürecinde Türkiye'nin AB ile olan münasebetlerinin seyrini ve genel etkileri anlatmayı amaçladık. Üçüncü ve son bölümde Türkiye'deki KOBİ'ler ile, AB'deki KOBİ'leri karşılaştırarak takdim edip, problemlerini, teşvik tedbirlerini ve yapılması gerekenleri belirtmeye çalıştık. Diğer taraftan, alınacak tedbirlerin ve yapılması düşünülen teşviklerin sürekli olması gerektiğini, bankaların kredileri yanında özel finans kurumlan aracılığıyla çeşitli faizsiz yatırım fonlarının da bu alanda harekete geçirilmesi gereği belirtilmiştir. Ayrıca Türkiye ile AB'ndeki KOBİ'lerin problemleri ve teşvik tedbirleri karşılaştırmalı olarak ele alınmıştır. iv
KOBl's are of great importance in the framework of Customs Union considered to be the first step for the entrance of Europe Union. KOBFs which can be adapted to the changing conditions rapidly have been observed that they will be be able to suffer from immediate effects in the process of Customs Union in the short term. The fact that KOBl's can spread out settlements easily and have a significant place from the point of view of employment is obvious. In spite of the fact that thay are composed of 99 percent of Production Industry, their share from production is about 40 percent, their contribution to employment is about 60 percent, their share added value is about 30 percent and their share in export is about 8-10 percent. Seeing that this quantity is more than 3-4 times in the countries of E.U. Because of this they need to be supplied so that they may catch the technology in the course of CU and reach the levels of the countries of EU. For this reason, we have chosen our thesis out of this subject in order to contribute to it a bit. In the first chapter of our thesis, we have tried to determine the story of the birth of EU, its development, its goals, its relationships with Turkey and the regulations which have to be done about the adaptation of Turkey for EU. In the second chapter, we have aimed to tell something about the process of relationships of Turkey with EU and their general effects. In the third and the last chapter, we have introduced KOBFs by comparing with EU and have tried to determine their problems, encouraging precautions and the necessities which have to be done.
