Abstract

ÖZET Teknoloji Yönetimi konusu firma düzeyinde olmakla birlikte daha çok gelişmekte olan ülkeler açısından bir devlet politikası olarak incelenmeye çalışılmıştır. Bu bakış açısıyla, birinci bölümde teknolojinin gelişimi kısaca aktarıldıktan sonra çalışmanın ikinci ve üçüncü bölümlerinde temel kavramlar olarak "Teknoloji" ve "Yönetim" gelişim süreçleri içerisinde aldıkları farklı bakış açıları ile tanımlanmış ve incelenmiştir. Çalışmamızın asıl konusunu oluşturan ve bu iki temel kavram arasındaki bağlantıyı sağlayan "Teknoloji Yönetimi" dördüncü bölümde ortaya konulmuştur. Konuya sistem yaklaşımı açısından bakılarak, "Teknoloji Yönetimi'nin çevre ile olan ilişkileri ve karşılıklı etkileşimleri beşinci bölümde ele alınmıştır. Her halükarda olması gereken Teknoloji Yönetimini çok önemli bir boyuta taşıyan "Değişim" ve "Strateji" kavramları altı ve yedinci bölümlerde incelenmiştir. Sekiz ve dokuzuncu bölümler, gelişmekte olan ülkeler için temelde savunduğumuz "Teknoloji üretilmelidir" fikrine vurgu yapan "Teknoloji Transferi" ve "Teknoloji Üretimi" konularını içerir. Bu bölümde, iyi bir teknoloji taraması ile dengeli bir teknoloji transferinin nasıl yapılacağı, seçiminden taransferine kadar olan süreci inceleyerek adaptasyonu ve geliştirilmesi sonrasında teknolojinin üretimi irdelenmiştir. Onuncu bölümde, genel için yapılmış olan bu çalışmanın bir özeti mahiyetinde "Türkiye'de Teknoloji Yönetimi" konusu ele alınmıştır Son bölüm olan "Sonuç ve Öneriler" bölümünde, gelişmekte olan ülkeler ve Türkiye için yapılması gerekenler ve tavsiyeler yer almaktadır.

Due to its importance and effect in the human life technology management can be considered as a state policy for developing countries. This is the reason why technology management concept is studied and factors effecting this proces are defined and analysed in this thesis. Taking this into account, the thesis is designed in 10 chapters, technology development is analysed in the first chapter. Following this, "Technology" and "Management" concept were studied in chapters 2 and 3 in order to put forward the baseline and understand the background knowledge of technology management which is discussed in chapter 4. The relationship and mutual effects of technology management and its environment are explained in the fifth chapter. "Technological changes" and "Strategy" concepts which are the other two important factors in technology management are detailed in the sixth and seventh chapters. Chapter 8 and 9 constitute "Technology Transfer" and "Technology Generation" subjects which highlight in order to point out the fact that "technology must be produced" within the developing countries. In this section, how technology transfer can be balanced with a good technology search is discused. The subject is extended to the selection of technology before transfering it. Producing technology is then discused from the adaptation and development point of view. Chapter 10 summarises the previous chapters and outlines the basic principles for technology management in Turkey. The thesis ends with descriptions of future work as well as recommendations for developing countries including Turkey.
