Esnek bütçeleme ve uygulaması

Abstract

Türkiye'de eğitim hizmetleri daha çok, Osmanlının son zamanlarındaki denetimsizlik ve sistemsizlikten kaynaklanan sorunlar nedeniyle ve yeni yönetimin de yerleşmesini sağlamak amacıyla merkeziyetçi bir nitelik kazanmıştır. Bazı dönemlerde eğitim hizmetlerine halkın katılım ve ilgisini artırmak için çeşitli girişimlerde bulunulmuştur. Ancak istenilen sonuca ulaşılamadığı yapılan Milli Eğitim Şuralarında dile getirilmiştir. Halk yönetimde, plan ve programlamada, bütçenin yapılmasında, kaynağın temini ve kullanımında etkili bir unsur değildir. Dolayısıyla halkın eğitime katılımının yerelleşme ile sağlanabileceğine inanmaktayız. Bu çalışma da eğitim sistemini bir bütün olarak ele alıp, ana hatlarıyla eğitim kavramı, eğitimin kamusallığı ve sistemin oluşumunu etkileyen unsurları ve bu unsurlardan önemli olan sosyal ve siyasal yapıyı biraz açarak anlattıktan sonra, eğitim sistemimizin tarihi gelişim sürecini ele aldık ve gerektiği yerde, kıyaslamalar yaparak anlattık. Bu kıyaslamayı, model olarak aldığımız Fransa, İngiltere, A.B.D, Almanya ve Japonya eğitim sistemlerini anlatırken de yapmaya çalıştık Türkiye için yerel yönetim odaklı eğitimi öngörmemize rağmen, merkezin yönlendirici ve yardımcılığına da ihtiyaç olduğu kanaati hakimdir. Merkezin, esnek ve genel politikalar oluşturup, ülkede dengeleyici işlevini yerine getirmesinin, günümüz yönetim anlayışına daha uygun düşeceğine inandığımız için, eğitim teşkilatının yapılanmasıyla ilgili önerilerimiz de sunmaya çalıştık. Böylece yerel yönetime geçiş daha rahat ve ülkemiz gerçeklerine daha uygun olur kanaatindeyiz.

The Education Service was accepted as one of the major duties of the state, in republicen era, inTurkey. During last time of Ottoman Empire, there was uncontrolled structure of decentralization system. İn order to stop these conditions and to set new administrative structure, the centralist administration was started to practice. İt is not possible participation of people in education services, in centralist and bureaucratic states as well in Turkey. Nevertheless, some efforts made to increase participation of people in formal and informal education. However, it was expressed in National Education Cauncils that it wasn't get a favuor able result. Therefore, it is accepted that the localization of education can provide participation of people. İt isn't an effective factor that, people can be effective in making plan, programme and budget. İn this study, the education system dealt with as a whole and then the outlive and publicity of education were illuttrated. Later, the effective companents, especially, social and political stucture, were defined as forming system. Afterwards, the process of it's tried development ef education described. Finally, the comparisions with other countries pratices were made. As a conclusion, the formation of education system must be local, however, the help of the directive and assistant role of the centre is acceptable. İt is comenient to contemporary administration comprehension. That the centre should be stabilize as forming flexiable and general polities. Thus the transmission to local administration can be more comfortable and convenint to Turkey conditions.
