Rauf R. Denktaş’ın Kuzey Kıbrıs Türk Cumhuriyeti’nin oluşumundaki rolü

Abstract

Ampirik araştırma çerçevesinde kentsel alan sağlık ocaklarında insan kaynaklan yönetimi incelenmesi amaçlanmıştır. 21 Mart-4 Nisan 2001 tarihleri arasında Bakırköy, Bahçelievler, Bağcılar,Güngören ve Esenler İlçelerinde bulunan 29 sağlık ocağı ve 5 sağlık grup başkanlığı çalışanları üzerinde anket uygulanarak yapılan araştırmaya 67 hekim, 86 hemşire, 63 ebe, 3 1 sağlık memuru ve 7 çevre sağlık teknisyeni olmak üzere 254 kişi katılmıştır. Araştırma sonucunda birinci basamak sağlık hizmetleri çalışanlarmın mesleğe başlarken yeterli bilgi ve beceriye sahip olma oranlarının düşük olduğu, ideal çalışma ortamı olarak sağlık ocaklarının düşük oranda tercih edildiği, sağlık ocağında çalışmanın kendilerine saygınlık kazandırdığını düşünenlerin oranının düşük olduğu, aldıkları ücretin kendilerini ve ailelerini tatmin etmediği, işlerinde terfi ve yükselme olanaklarının olmadığı, olumlu sicil alma ve sicil derecesinin tayin ve terlilere etkisinin düşük olduğu, başardı çalışmaların ödüllendirilmediği, birinci basamak sağlık hizmetleri çalışanlarının yüksek oranda sertifikalı bir eğitim aldıkları, ancak sadece 1/3 'ünün eğitim aldıkları konu ile ilgili bir görevde çalıştıkları, tüm hekimlerin % 68,6'sının yöneticilik yaptıkları/yapıyor oldukları, ancak sadece % 9'unun yönetim konusunda bir eğitim almış oldukları, sağlık ocağı çalışmasını en fazla etkileyen yöneticinin sorumlu hekim olduğu sonucuna ulaşılmıştır. Kentsel alan sağlık ocaklarının yeniden yapılandırılması ve etkinliğinin arttırılması gerekir.

The Thesis Title: The Management of Human-Resources in Health-Centers: Istanbul as a Case Study Key Words: Human-resources management, first-level health services, health center, management, professional training. In the framework of empirical research, the management of human-resources in the urban- health-centers was investigated. In the period of 21 March- 4 April 2001, a polling on the employees of the 29 health-centers and 5 health-groups in the counties of Bakırköy, Bahçelievler, Bağcılar, Güngören, and Esenler was carried out. 67 doctors, 86 nurses, 63 midwives, 31 health-officers, and 7 environmental-health-technicians took a part in the polling research. The polling research revealed that that the ones working at the first-level health services have an insufficient professional-training and knowledge when starting their professional life. For them, the health-centers were not preferred as an ideal work-place. The number of the ones who think that working in the health-centers is a respected work is quite few. They think that their salaries are insufficient to satisfy both them and their families. They are disappointed that there is no means of promotion in their work-environment. Furthermore, they think that having a positive personal evaluation and the outstanding degree of their personal records have an insignificant effect on their promotion and relocation. In addition, to them, there is no awarding for the hard working, and successful ones. The research also revealed that although most of the ones working in the first-level health services have a certificated-education, only one4hird of them work in the related areas. The research disclosed that although about 68.6 % of the doctors have been doing managerial work, only 9 % of them have a managerial-training. Finally, the polling research found out that the manager who has the most effect in terms of running the health-center was the head of the health-center who is happened to be the responsible doctor. Urban-health-centers need to be restructured and their services need to be made more efficient. XI
