Performans ölçme sistemleri ve performans ölçme etkinliğini yönetmede bir model

Abstract

Bu çalışmada Kuzey Kıbrıs Türk Cumhuriyeti'nin bağımsızlık sürecinde Rauf Denktaş' in rolünü ortaya koymayı amaçladık. Tezin amacı Akdeniz'in en uzun krizine sahne olmuş Kıbrıs adasında bağımsız Türk devletinin kurulmasında Rauf Denktaş' in rolü ve önemini değerlendirmektir. Üç bölümden ibaret olan çalışmanın birinci bölümünde tarihsel süreç sonrası ortaya çıkan Kuzey Kıbrıs Türk Cumhuriyeti'nin oluşum süreci incelenmektedir. İkinci bölümde Rauf Denktaş' in hayati ve mücadelesinin temel taşları aktarılmaya ve değerlendirilmeye çalışıldı. Son bölüm ise Denktaş'ın mücadelesindeki belirleyici unsurlarının neler olduğunun analiz etmeye yöneliktir. Çalışmanın sonucu itibariyle Rauf Denktaş' in Kıbrıs'ta barışın sürekli olması için eşit egemenliği ve Türk toplumunun azınlık olmayacağı fikri ile Türkiye'nin garantörlük hakkını sürekli olarak savunan bir lider olduğu anlaşılmaktadır. Rauf Denktaş genel olarak Kıbrıs'ta Türk milliyetçiliğini benimseyen eylem ve düşünce akımlarının içerisinde yer alan bir lider olmakla birlikte, Kıbrıs'ta bağımsız bir Türk devletin oluşumunun her aşamasında yer alması onu farklı kılmaktadır. Bu yüzden müstakil çalışmaların konusu olması son derce anlamlı ve gereklidir.

The goal of this thesis is to evaluate the importance and the role of Rauf Denktas in the establishment of TRNC in the Island of Cyprus in the process of Mediterrenean longest crisis. This study consisits of 3 sections. In the first section the formation of TRNC in historical process and in the second section the life and essential elements of struggle of Rauf Denktas, in the third section determining elements of Denktas' struggle are examined. As a result of this study, it is understood that Rauf Denktas is a leader defending the idea of Turkeys' quaranteership for equal soverignty and to prevent Turkish society becoming a Minority for lasting peace in Cyprus. Nevertheless, as a leader Rauf Denktas adopted Turkish nationalism in action and idea has been pioneer in every step of Independence state in Cyprus make him different. Therefeore, it is necessary and meaningful to consider him as a subject of separate studies.
