Romanlar’da çocuk yoksulluğu : Kocaeli Tavşantepe Mahallesi örneği

Abstract

Yoksulluk, bireyin hayatını idame ettirebilmesi için gerekli olan maddi kaynaklara kısıtlı erişmesi veya hiç erişememesi durumudur. Yoksulluk birçok alanda karşılaşılan bir olgudur ve bu sebeple birçok alanda ayrıca incelenmektedir. Yaşlı, engelli, kadın, göçmen yoksulluğu gibi başlıklar altında ayrıca incelenen yoksulluk kavramına daha pek çok konu ve alanda rastlanmaktadır. Bunlardan biri de çocuk yoksulluğu olarak özellikle incelenen bir yoksulluk türüdür. Çocuk yoksulluğu, ailenin yoksulluğu ile bağlantılı olup ailenin içinde bulunduğu yoksul durumdan çocuğun birçok alanda mahrumiyet ve yoksunluk yaşaması halidir. Etnik ve kültürel özelliklerden kaynaklı yaşanan bir başka yoksulluk türü de vardır. Roman yoksulluğu bu türden bir yoksulluktur. Roman çocukların içinde bulunduğu bu yoksul durum ise ayrıca Roman çocuk yoksulluğu olarak incelenmektedir. Bu çalışma, Kocaeli ili, Tavşantepe Mahallesinde bulunan Roman kesiminin içinde bulunduğu yoksulluk ve bu yoksulluk karşısında direnç göstererek büyümeye çalışan Roman çocukların maruz kaldığı yoksunluk durumunun nedenlerini ve sonuçlarını araştırmak amacı ile gerçekleştirilmiştir. Araştırma sahasındaki yoksulluğun bireysel nedenlere mi yoksa toplumsal nedenlere mi bağlı olduğu incelenmiştir. Bu inceleme sonucunda, temelinde ailenin yoksulluğu olan çocuk yoksulluğunun nedenleri ve buna bağlı olarak meydana gelen sonuçları araştırmak amaçlanmıştır. Araştırmanın amacı doğrultusunda "Yoksulluk, Çocuk Yoksulluğu, Roman Yoksulluğu, Roman, Çingene" anahtar kelimeleri kullanılarak literatür taraması yapılmış ve önceden gerçekleştirilmiş çalışmalar incelenmiştir. Saha araştırması mülakat görüşmeleri ile ve araştırma analizinde NVIVO12 nitel veri analizi yönteminden faydalanılmıştır. Araştırmanın evreni; Kocaeli'de bulunan İzmit İlçesi'nin bir Roman Mahallesi olan Tavşantepe Mahallesidir. Örneklem; bu mahallede ikamet eden Roman etnik ve kültüründen olan ve 7- 18 yaş arası okul çağındaki çocuk veya çocuklara sahip olan hanelerdir. Araştırma sonucunda; Roman çocuk yoksulluğunun nedeninin hem bireysel hem de toplumsal nedenlerden kaynaklandığı anlaşılmıştır. Bireysel nedenlerde en etkili olan nedenin, sahip olunan etnik ve kültürel özellikler olduğu aslında diğer sebeplerinde buna bağlı olduğu sonucuna varılmıştır. Bireysel sebeplerin dışında olan, bireylerin ellerinde olmayan nedenlerden ötürü gerçekleşen toplumsal olaylar neticesinde yoksul kalmaları durumu ise daha çok kapitalizm ve küreselleşme sebebi ile sahip oldukları mesleklerin yok olması sonucundan ötürü kaynaklanmaktadır.

Poverty is the situation where the individual has limited or no access to the financial resources necessary to sustain his or her life. Poverty is a phenomenon that emerges in a variety of fields, and therefore it is circulating in various fields. By examining what is under the headings such as elderly, disability, women and immigrant poverty, poverty is seen in the picture in many more subjects and areas. One of them is child poverty as a special examination of poverty. Child poverty, family poverty and the presence of family within the family is a state of poverty and deprivation. There is a historical type of poverty due to ethnic and cultural characteristics. Roma poverty is such poverty. The Roman child is interpreted as a poor child while the child is poor. The aim of this study was to investigate the causes and consequences of the abstinence of the Roma children in the Tavşantepe neighborhood. It was examined whether poverty in the research area is related to individual or social reasons. As a result of this study, it was aimed to investigate the causes of child poverty and consequent consequences of the poverty of the family. For the purpose of the study, the literature was searched by using the keywords önceden Poverty, Child Poverty, Novel Poverty, Novel, Gypsy Roman and previous studies were examined. Field research was conducted through interview interviews and NVIVO12 qualitative data analysis method was used in the research analysis. The universe of research; It is a district of Tavşantepe which is a Roma neighborhood of İzmit District in Kocaeli. Sample; the Roma who reside in this neighborhood are ethnic and cultured households with children and children aged between 7 and 18 years. As a result of the research; It is understood that there are individual reasons and social reasons as the cause of Roma child poverty. It was concluded that the most effective reason for individual reasons is the ethnic and cultural characteristics that are owned by it. It is due to the result of the disappearance of the occupations they have because of capitalism and globalization rather than individual reasons.
