Kentsel Dönüşüm, Türkiye'de afet riskini azaltmak ve kentlerin deprem açısından riskli bölgelerini kısa sürede yenilemek amacıyla 2012 yılında 6306 sayılı Afet Riski Altındaki Alanların Dönüştürülmesi Hakkında Kanun ile gündeme gelmiş bir kavramdır. Kanun kapsamında dönüştürülen konutlarda sürecin hızlanmasına katkıda bulunmak ve zaman kaybı neticesinde oluşabilecek mal ve can kayıplarını önlemek gerekmektedir. Kentsel dönüşüm kapsamındaki projelerde kat maliklerinin (arsa sahipleri) müteahhit seçim süreçleri taraflar arasında oluşan anlaşmazlıklar nedeniyle uzamakta, hatta dönüşümün önü tıkanmaktadır. Mevzuatın ve mahkeme kararlarının incelenmesi yanında kentsel dönüşüm sürecinde problem yaşayan arsa sahipleri ile ilgili yapılan araştırmalarda müteahhit seçimi için geliştirilecek bir yazılımın kat maliklerine müteahhit seçim sürecinde yol göstererek bu tıkanıklığın giderilebileceği öngörülmüştür. Bu amaçla kat maliklerinin talepleri doğrultusunda, kentsel dönüşüm faaliyetinin tarafların yararları açısından olabildiğince optimize edilmesini sağlamak için bir bulanık karar verme altyapısı ile çalışan web tabanlı bir program konunun paydaşlarının kullanımına sunulmuştur. Bulanık mantık ile çalışan ve PHP programlama dilinde yazılan programda muhataplara yöneltilen sorular bilimsel bir çalışmanın ürünü olup, program sade bir dil ile kat maliklerinin kolaylıkla kullanabileceği bir tarzda hazırlanmıştır. Bu programdan beklenen, kentsel dönüşüm projelerinde paydaşların haklarının korunmasına yardımcı olunması ve süreci aksatan bilgi ve güven eksikliğinin de giderilerek kentsel dönüşüm sürecinin hızlandırılmasıdır.
Urban Transformation is a concept that has come to the agenda in 2012 with the Law No. 6306 on the Transformation of Areas under Disaster Risk to reduce the risk of disasters in Turkey and to renovate the earthquake-prone risky zones of the cities in a short time. It is necessary to speed up the processes in the urban transformation projects within the scope of the Law for the purpose of preventing the loss of money, goods and lives. The contractor selection process of the land owners in the urban transformation projects are being delayed or even blocked due to the disagreements in parts. In addition to examining legislation and court decisions, in the researches regarding the land owners who have problems in the process of urban transformation, it is envisaged that a software to be developed for contractor selection will guide the land owners in contractor selection process, thus eliminating this bottleneck. In the direction of the request of the land owners, a web-based program with a Fuzzy Decision-Making infrastructure has been made available to stakeholders to ensure that the urban transformation activity is optimized as much as possible for the benefit of the parts. Fuzzy logic and PHP programming languages is the product of a scientific work and the program is written in a simple language that landowners can easily use. It is expected that this program will help strengthen stakeholder rights in urban transformation projects and accelerate the process of urban transformation by eliminating the lack of information and lack of confidence that leads to the prevention of the process.
