Türkiye ve İngiltere’de merkezi yönetim ile yerel yönetimler arasında idari ve mali ilişkiler

Abstract

Bu çalışmanın amacı, mali ve idari yönden merkezî yönetim - yerel yönetim ilişkilerini Türkiye ve İngiltere bağlamında karşılaştırmalı olarak analiz etmektir. Bu analiz sonucunda, İngiltere'de ve Türkiye'deki yönetimler arasındaki söz konusu ilişkilerin, hükümet programlan ve ideolojilerinden ziyade, ekonomik, sosyal ve tarihi koşullar tararından belirlendiği saptanmıştır. Türkiye'deki yerel yönetimlerin İngiltere'dekilere oranla, gerek sunulan hizmetlerin kapsamı ve organların özerk statüleri gerekse harcamalar itibariyle çok daha zayıf bir durumda oldukları görülmüştür. Buna karşılık, incelenen dönemde Türkiye'deki yerel yönetimlerin, özellikle mali ve kurumsal alanda önemli bir gelişme sürecine girdiği görülürken, aynın dönemde İngiltere'deki durumun ise yerinde saydığı ve hatta gerileme sürecinde olduğu sonucuna varılmıştır. Bu da söz konusu ülkeler arasındaki siyasi, sosyal ve ekonomik gelişme düzeyinin farklılığı ile açıklanabilir. Türkiye'nin, yerel yönetimler açısından herkesçe kabul edilebilir optimal düzeye gelinceye kadar bu gelişme sürecini sürdürmesi konusunda ciddi kamu oyu baskısı ve yeniden yapılanma ihtiyacı içinde olacağı kuşkusuzdur. Tez, giriş ve sonuç bölümleri dahil sekiz bölümden oluşmaktadır. Giriş bölümünde ilgili teoriler üzerinde özellikle durulmuştur. ikinci bölümde, yerel yönetimlerin tarihsel gelişimi ve mevcut yapısı karşılaştırmalı olarak incelenmiştir. Üçüncü ve dördüncü bölümlerde yerel yönetim maliyeleri ele alınmıştır. Beşinci ve altıncı bölümler yerel yönetimler üzerindeki denetim biçimlerine hasredilmiştir. Altıncı bölümde Avrupa Birliğinin yerel yönetimler üzerindeki etkisine de kısaca değinilmiştir. Yerel yönetimlerin geleceği konusu yedinci bölümde tartışılmıştır. Son bölümde ise bulgular, kuramsal planda ve uygulamadaki durumlar ışığında biraraya getirilmiştir.SUMMARY

This dissertation aims to analyse central-local government relations comparatively in Britain and Turkey, in terms of central control of local authorities and with particular reference to the question of local finance. From the analysis throughout the study it is found that economic and social circumstances, rather than mere party ideology, determined the central - local relations in Britain and Turkey. It is observed that Turkish Local authorities were much weaker compared to those in Britain. This assessment keeps its validity in terms of both the range of services provided and the money spent by the local authorities in the two couniries. As to the organisation of the study, the whole thesis comprises of eight chapters including the introduction with a special focus on related theories and the conclusion. In the second chapter, the historical background and the present structure of local governments were analysed comparatively with a brief glance at the question of finance, the levels of local government and local elections. Chapter three and four elucidated the highly controversial question of local government finance in Turkey and Britain respectively Chapter five and six were devoted to the question of parliamentary, judiciary, ministerial and other forms of local authorities. The impact of European Union on local authorities was also touched upon at the end of chapter six. In chapter seven future of local government both in Turkey and Britain was evaluated and discussed in a comparative manner. In the final chapter the findings of the research were brought together in the light of the theoretical and practical discussions. xu
