Bu tez, enerji güvenliği kavramı çerçevesinde Almanya'nın dış politikasındaki dönüşümü ele almaktadır. Küresel enerji piyasalarında yaşanan dalgalanmalar ve 2022'de patlak veren Rusya-Ukrayna savaşı sonrasında ortaya çıkan enerji krizi, Almanya'nın geleneksel dış politika duruşunu yeniden gözden geçirmesine neden olmuştur. Çalışmada, Almanya'nın enerji krizine verdiği iç politika, güvenlik ve ekonomik tepkiler detaylandırılmış; ardından dış politika alanında attığı yapısal adımlar ve bu süreçte şekillenen yeni dış politika vizyonu kapsamlı biçimde analiz edilmiştir. Enerji arz güvenliği, sadece teknik bir sorun değil aynı zamanda diplomasi, jeopolitik ve ekonomi kesişiminde yer alan çok boyutlu bir mesele olarak değerlendirilmiştir. Almanya'nın dış politika tepkileri, tarihsel bağlamda "Zeitenwende" (dönüm noktası) olarak nitelendirilirken bu dönüşümün transatlantik ilişkiler, Avrupa Birliği içi liderlik arayışları ve bağımsız aktörlük hedefleri ile nasıl birleştiği ortaya konmuştur. Tez boyunca kavramsal çerçeve olarak enerji güvenliği, dış politika ve Energiewende gibi temellere yer verilmiştir. Araştırmada nitel bir yöntem benimsenmiş; resmî belgeler, raporlar ve basın açıklamaları gibi birincil kaynaklar detaylı bir şekilde incelenmiştir. Ayrıca, literatürde yer alan akademik çalışmalar ile medya analizleri de kullanılmıştır. Almanya'nın enerji bağımlılığı ve bu süreçte aldığı kararlar bu çalışmanın çıkış noktasıdır. Sonuçlar Almanya'nın tarihsel olarak temkinli dış politikasında belirgin bir değişime işaret etmektedir. Savaşın başlangıcında Rusya ile diplomatik ilişkileri koruma yönünde bir tutum sergileyen Almanya, ilerleyen süreçte savunma harcamalarını artırmış, Ukrayna'ya askeri destek sağlamış ve enerji kaynaklarını çeşitlendirme yoluna gitmiştir. Çalışma, bu değişimlerin gelecekteki etkilerini ve Almanya'nın uluslararası sisteme katkılarını anlamak için bir temel oluşturmayı hedeflemektedir.
This thesis examines the transformation of Germany's foreign policy within the framework of the concept of energy security. The volatility in global energy markets and the energy crisis that emerged following the outbreak of the Russia-Ukraine war in 2022 have prompted Germany to reassess its traditional foreign policy stance. The study details Germany's internal political, security, and economic responses to the energy crisis and then provides a comprehensive analysis of the structural steps taken in the field of foreign policy and the newly emerging strategic vision. Energy supply security is addressed not merely as a technical issue but as a multidimensional matter situated at the intersection of diplomacy, geopolitics, and economics. Germany's foreign policy responses are evaluated in the historical context of the "Zeitenwende" (turning point), and the study explores how this transformation has aligned with its transatlantic relations, aspirations for leadership within the European Union, and ambitions to act as an independent global player. Throughout the thesis, theoretical frameworks such as energy security, foreign policy analysis, and the concept of Energiewende are utilized. A qualitative research approach has been adopted, including an in-depth examination of primary sources such as official documents, reports, and press releases. Furthermore, the study draws upon academic literature and media analysis. Germany's energy dependency and the policy decisions made in response serve as the departure point of this research. The findings indicate a significant shift in Germany's historically cautious foreign policy. While initially pursuing a diplomatic approach toward Russia at the onset of the war, Germany later increased its defense expenditures, provided military assistance to Ukraine, and moved toward diversifying its energy sources. This study aims to provide a foundation for understanding the long-term implications of these changes and Germany's evolving role in the international system.
