Kentsel Yoksulluğun Azaltılmasında Bir Araç Olarak Sosyal Belediyecilik (Büyükşehir Belediyelerinin Faaliyet Raporlarının İncelenmesi) = Social Municipalism as a Tool for Reducing Urban Poverty (An Analysis of the Activity Reports of Metropolitan Municipalities)

Abstract

Bu çalışmada yoksulluk kavramı üzerine yapılan çeşitli tanımlara yer verilmektedir. Yoksulluk kavramının sadece "maddi imkansızlık" durumundan ibaret olmadığı birçok yönünün de bulunduğundan bahsedilmektedir. Küreselleşmenin etkisiyle yoksulluk kavramına farklı başlıkların eklendiği açıklanmaktadır. Yoksulluğu ortaya çıkaran faktörler hakkında bilgi verilmektedir. Bu bilgiler doğrultusunda Türkiye'de yaşanılan yoksulluğun düzeyine genel olarak değinilmektedir. Türkiye'nin kentleşme süreci ve sonrasında ortaya çıkan kentsel yoksulluk sorunu incelenmektedir. Türkiye'de kentsel yoksulluğa neden olan; göç dalgası sonrası oluşan gecekondulaşma, istihdam sorunu ve ekonomik krizler hakkında bilgi verilmektedir. Türkiye'de sosyal devletin tarihsel gelişimi açıklanarak, kentsel yoksulluğu azaltmaya yönelik sosyal belediyecilik uygulamalarının hukuki alt yapısı üzerinde durulmaktadır. Kentsel yoksullukla mücadelede hem sosyal hem de ekonomik kalkınma açısından belediyelerin rolüne değinilmektedir. Belediyeler, kentlerin yönetimiyle doğrudan ilişkili olan yerel yönetim birimleri olarak, kentsel yoksullukla mücadelede halkın yaşam standartlarını yükselten, toplumsal eşitsizlikleri azaltan, fırsat eşitliği sağlayan önemli sorumluluklarının olduğu belirtilmektedir. Bu sorumlulukları yerine getirirken belediyelerin çeşitli strateji ve faaliyetler geliştirdiği açıklanmaktadır. Belediyeler, hem yoksullukla mücadele hem de yerel ekonomiyi güçlendirecek projelerle istihdam olanakları yarattığı belirtilmektedir. Belediyelerin, kentteki işsizlik oranını düşürmek amacıyla meslek edindirme kursları, girişimcilik destekleri, kooperatifler ve yerel üretim alanları oluşturduğundan bahsedilmektedir. Büyükşehir Belediyeleri'nin kentsel yoksulluğu azaltmaya yönelik gerçekleştirmiş oldukları uygulamalar ve projeler ele alınmaktadır. Bu kapsamda faaliyet raporları içerisinde yer alan bu uygulamaların ve projelerin incelenmesinden sonra kentsel yoksullukla mücadelede bu faaliyetlerin yeterliliği hakkında değerlendirmelerde bulunulmaktadır.

In this study it is mentioned that there are many other aspects in which the concept of poverty does not just consist of "material impossibility". It is explained that different topics are added to the concept of poverty under the influence of globalization. Factors that lead to poverty are given. Through this information level of poverty experienced in Turkey is referred. The urban poverty problem is examined which being emerged during Turkey's urbanization process and after. Informations given about the slum formation process that occurs after the migration wave, the employment problem and the economic crises which causes the causing urban poverty in Turkey. Explaining the historical development of the welfare state in Turkey, it focuses on the legal infrastructure of social municipality to reduce urban poverty. The role of municipalities in the fight against urban poverty is addressed in terms of both social and economic development. As local government units directly involved in the management of cities, municipalities have significant responsibilities in improving the living standards of citizens, reducing social inequalities, and ensuring equal opportunities in the fight against urban poverty. It is emphasized that municipalities develop various strategies and activities to fulfill these responsibilities. Municipalities are also mentioned as creating employment opportunities through projects that both combat poverty and strengthen the local economy. It is stated that municipalities establish vocational training courses, entrepreneurship support programs, cooperatives, and local production areas to reduce the unemployment rate in the city. The applications and projects that the Metropolitan Municipalities have implemented to reduce urban poverty are addressed. In this context, after reviewing the applications and projects included in the Activity reports, evaluations are made on the adequacy of these activities in the fight against urban poverty.
