Donmuş çatışmaların potansiyel tehlikesi, belirli bir anda "sıcak", silahlı bir aşamaya girebilmeleri gerçeğinde yatmaktadır. Modern siyasi neo-realizm okulunun temel varsayımları çalışmanın teorik ve metodolojik temelini oluşturmuştur. Türkiye-Rusya ilişkilerinin bugünkü konumu Dağlık Karabağ Sorunu kapsamında incelenmiştir. İkinci Karabağ Savaşı'nın sonuçları ekseninde Kafkasya'nın genel durumu ve 2020 yılında Rus barış gücünün Dağlık Karabağ'da konuşlandırılmasının bölgedeki güç dengelerini nasıl etkilediği gözden geçirilmiştir. Bu çalışmanın sonuçlarından, ABD, İngiltere, ve Fransa'nın uzun süre zarfında Dağlık Karabağ Sorunu'na çözüm odaklı politikalar sergilemedikleri, Rusya'nın Dağlık Karabağ'daki askeri çatışmayı durdurması, yeni statüko çerçevesinde müzakerlerde arabuluculuğu ele geçirmeyi başarması ve Türkiye'nin bölgesel etkisinin güclenmesi kollektif Batı'nın Karabağ Sorunu'nun çözümü sürecinde başarısız olduğu anlaşılmıştır.
The potential danger of "frozen" conflicts is that at some point they can shift to a "hot", armed phase. In the post-Soviet space, there are several regions of armed conflicts, which were "frozen" without reaching a final solution. Over the past years, many of them have become a familiar element of the landscape of international relations in the post-Soviet space. However, in the fall of 2020, the Nagorno-Karabakh conflict, which remained unresolved over the last quarter of a century, flared up with renewed vigor. The purpose of this thesis research is to assess the dynamics of the development of the Nagorno-Karabakh conflict and analyze all the factors contributing to its return to the format of an armed conflict, assess the positions of global and regional actors at the time of the escalation of the conflict in 2020, the role of two regional powers, especially the Russian Federation and the Republic of Türkiye in resolving the conflict and make a forecast about how cooperation between the two countries in the settlement process will influence the relations between Russia and Türkiye. The main provisions of the modern school of political neorealism set the theoretical and methodological basis of the study. The current state of the Turkish-Russian relations was examined through the prism of the Nagorno-Karabakh conflict. In the context of the outcomes of the Second Karabakh War, the study examines the overall situation in the Caucasus and the way the deployment of Russian peacekeepers in Nagorno-Karabakh in 2020 affected the balance of power in the region. The results of this study make it clear that the United States, the UK and France did not pursue a policy aimed at resolving the Nagorno-Karabakh conflict for a long time, Russia stopped the military conflict in Nagorno-Karabakh, managed to mediate the negotiations within the framework of the new status quo, and the regional influence of Türkiye increased. It has become clear that the collective West has failed in the process of resolving the Karabakh problem.
