Abstract

Çalışmanın amacı, sendikaların çeşitli faaliyetleri ile üyelerin sendikal bağlılıkları arasında ilişkinin var olup olmadığı; varsa etkisinin nasıl olduğunu ortaya çıkarmaktır. Çalışma sağlık ve sosyal hizmet kolundaki kamu çalışanları sendikalarına üyeler arasında Sivas ilinde gerçekleştirilmiştir. Çalışma teorik olarak dört bölümden ve bir de uygulama bölümünden oluşmaktadır. Birinci bölümde Kamunun tanımlaması yapılmaya çalışılmıştır. Bu bölümde devlet ve kamu kavramları, devletin unsurları ve devletin tarihsel süreçte geçirdiği siyasal dönüşüm açıklanmaya çalışılmıştır. Kamunun faaliyetlerinin tanımlaması kamu hizmeti tanımlaması ile bu faaliyetleri yerine getirirken araç olarak kullandığı kamu görevlilerinin kavramsal tanımlaması yapılmıştır. İkinci Bölümde Sağlık ve sosyal hizmet koluna ilişkin teşkilatlanma ve kurumsal bilgiler de dahil olmak üzere personel ve sendikal istatistikler sunulmuştur. Bu bölümde en son olarak çalışmanın alanı olan hizmet koluna ait Sivas İlindeki personel ve sendika istatistikleri sunulmuştur. Üçüncü bölümde sendikal faaliyetlerin hukuksal boyutuna ve sendikal faaliyet türlerine değinilmiştir. Dördüncü bölümde sendikal bağlılık kavramı öncelikle örgütsel bağlılık kavramının tanımlaması ile sendikal bağlılığa yönelik araştırmalar, boyutları, etkileyen unsurlar ve sonuçları ile açıklanmaya çalışılmıştır. Son olarak beşinci bölümde sendikal faaliyetlerle bağlılık arasındaki ilişkinin incelendiği uygulama yapılmıştır. Yöntem olarak nitel araştırma yöntemi benimsenmiştir. Öncelikle üyelerle yapılan yarı yapılandırılmış görüşme formu aracılığı ile gerçekleştirilen mülakatlar deşifre edilmiştir. Ortaya çıkan deşifreler MAXQDA2020 programı ile analizi yapılmıştır. Yapılan analizler sonucunda ortaya çıkan veriler yorumlanarak çeşitli bulgulara ulaşılmıştır. Çalışmanın sonunda demografik faktörlere göre sendikal faaliyetlere katılımı ve sendikal faaliyetlerin türüne göre üyelerin yaklaşımları da farklılık göstermektedir, sendikaların faaliyetleri üyelerin bağlılıklarında etkili olmaktadır, sendikalar üyeleri ile iletişimlerini arttırmalıdırlar gibi sonuçlara ulaşılmıştır. Çalışmada sonuç olarak sendikal bağlılık ile sendikal faaliyetlere katılım arasında olumlu bir ilişki olduğu tespit edilmiştir. Sendikal faaliyet türleri ile ilgili olarak üyelerin görüşleri incelendiğinde hukuksal faaliyetler yeterli, toplu sözleşme faaliyetleri ve ekonomik faaliyetler yetersiz olarak tanımlanmaktadır. Üyelerin sendikalarından beklentileri incelenirken üyelerin ciddi bir oranda dayanışma beklentisi olduğu gözlemlenmektedir. Üyelerin sendika üyeliğinin ortaya çıkmasında en önemli faktörün arkadaş hatırı olduğu ortaya çıkmaktadır. Sendika siyaset ilişkisi konusunda sendikaların siyasi partilerle ilişkili olduğu üyelerin ortak görüşüdür.

The aim of the study is to reveal whether there is a relationship between the various activities of the unions and the union commitment of the members, and if so, which organs are there. The study was carried out in Sivas province among the members of public employees' unions in the health and social services branch. The study consists of four theoretical parts and one application part. In the first part, the definition of Public is tried to be made. In this part, the concepts of state and public, the elements of the state and the political transformation of the state in the historical process are tried to be explained. The definition of the activities of the public, the definition of public service and the conceptual definition of the public officials used as a tool while performing these activities were made. In the second part, personnel and union statistics, including organizational and institutional information regarding the health and social services branch, are presented. In this section, lastly, the personnel and union statistics in Sivas province of the service branch, which is the field of study, are presented. In the third part, the legal dimension of union activities and the types of union activities are mentioned. In the fourth part, the concept of union commitment is tried to be explained with the definition of the concept of organizational commitment and research on union commitment, its dimensions, factors and results. In the fifth part, an application was made in which the relationship between union activities and commitment was examined. Qualitative research method was adopted as the method. First of all, the interviews made with the members through the semi-structured interview form were deciphered. The resulting deciphers were analyzed with the MAXQDA2020 program. The data obtained as a result of the analyzes were interpreted and various findings were reached. At the end of the study, the approaches of the members differ according to the type of union activities. It has been concluded that the activities of the unions are effective in the commitment of the members, and the unions should increase their communication with their members. As a result of the study, it was determined that there is a positive relationship between trade union commitment and trade union activity results. When the opinions of the members regarding the types of trade union activites are examined, legal activites are defined as sufficient, collective bergaining activities and ecoomic activities are defined as insufficient. When examining the expectations of the members from their trade unions, it is observed that the members have a serious expectation of solidarity. It turns out that the most important factor in the emergene of trade union membership of the members is the sake of friends. It is the common opinion of the members that the trade unions are related to the political parties regarding the trade unions and political relationship.
