Vakıflar ve toplumsal fonksiyonları

Abstract

ÖZET Vakıflar günümüzde karşılaşılan sosyo-ekonomik problemlerin çözümünde çok etkin rol oynayabilecek kurumların başında gelmektedir. Vakıf müessesesi tarihi süreç içinde, sosyal barışın sağlanmasında büyük rol oynamışlardır. Vakıf müessesesi özellikle azgelişmiş ülkelerde gelişirse servetin belli ellerde toplanması da önlenecek, böylece sosyal barış toplumsal yapıda sağlanabilecektir. İşte biz bu çalışmamızda vakıfların, toplum içinde yaşayan insanların birbirlerine karşı gösterdikleri dayanışma fikrinin bir ürünü olduğunu kabul ederek, vakıflar ve toplumsal fonksiyonlanmn etkilerinin olumlu veya olumsuzluk gösterip göstermediklerini araştırmayı amaçladık. Sonuç olarak şunu söylemek mümkün; Türkiye'nin geldiği şu noktada toplumsal çatışmaların yoğunlaştığım görmekteyiz. İşte vakıfları tarihimizde olduğu gibi günümüzde de canlandırabilirsek sosyal ve ekonomik problemlerin çözümünü sağlayan bir müessese olacaktır. Vakıfların temelinde olan dini ve milli özelliklerimizi kaybetmeden Vakıflar Genel Müdürlüğü' nün daha profesyonel yönetim tarzım benimsemesi artık bir zorunluluk halini almıştır. vı

Waqfe are the institutions which can play a leading role. in solveing socio-economic problems which are met in social life. Waqf institutions have played an important role in establishing social peace in society from the past till today. If the number of these institutions is increased especially in the under-developed countries the collection of the wealth only in certain hands can be prevented. Spreading wealth to the whole society is one of the basic requirements in establising social peace. With this aim in mind we tried to find out in our study which functional duties do the waqfs which were originated from the solidarity idea of people play in society? As for our conclusion we found that waqfs have played a leading role in history, and also can be used in preventing social and economical conflicts of our days as in history. Therefore it is clear that the General Directorate of Waqfe has a leading responsibility relating to these institutions. It must be more conscious about the vital necessity of waqf institution which has a functional duty in society, and choose modern management system in order to organize these institutions in order to benefit from these institutions wihtout loosing the national and religious character of them.
