ÖZET Basının, insan ve toplum hayatındaki etkisi küçümsenemeyecek derecede büyüktür. İnsanlar dünyadaki gelişmeleri tamamen basın aracılığı ile takip etmekte, olaylara medyanın penceresinden bakmaktadır. Medyanın; tarihi seyrinin neticesinde toplumu bilgilendirmede ve yönlendirmede birinci derecede etkili bir güç haline gelmesinin ardından, bu gücün nasıl kullanılacağı tartışmaları başlamıştır. Basının devlet ve toplum yapısı içinde önemli bir konuma gelmesi, devletin diğer organları (ikdidar, muhalefet, sermaye, gönüllü kuruluşlar) ile arasında zaman zaman çatışmaya varan bir ilişkiyi getirmiş, bundan da en çok etkilenen toplum olmuştur. Basın, devlet ve toplum yapısı içinde çoğu zaman olması gereken yerde olmamış, başka kurumların görevlerine talip olmaya kalkışmıştır. Görevi; olanı yansıtmak ve toplumu bilgilendirmek olan basın, topladığı bilgi ve yansıttığı kamuoyu sayesinde zamanla etkili bir güç haline gelmiş, hem devleti ve kurumlan, hem de toplumu ve bireyleri etkileyen, yönlendiren bir kimliğe bürünmüştür. Bu yapı içerisinde basın, bazen iktidar olmuş, bazen, savcı olmuş, bazen de ihbarcı pozisyonuna düşmekten kurtulamamıştır. Basının bu duruma gelmesinde bazı etkenler vardır. Bunlardan birincisi basını temsil edenlerin, görevlerinin boyutlarını iyi tesbit edememeleri ve onu halkın yararından çok kendi yararlarına kullanma yoluna sapmalarıdır. İkincisi ise daha vahim bir durumdur. Devlet yapısı içerisinde iktidarı elde etmek isteyenler, özellikle basın desteğine büyük önem vermektedirler. (Nitekim, Napolyon Fransız ihtilalinde basından büyük bir destek görmüştür). Bu yüzden de basın bu desteğini verirken, iktidarı elde etmek isteyenlerden de zaman zaman taleplerde bulunabilmekte ve bu desteği toplum yararına değil de bu iktidar taliplilerinin yararına sunmak durumunda kalmaktadır. Üçüncü bir faktör ise okuyucunun bu iki duruma tepkisini göstermekte yetersiz kalması veya bu mücadelede kendisinin de bir tarafta yer almasıdır. Bir gazetenin faaliyetini sürdürebilmesi için onun bir tüketici tarafından alınması gerekir. Alınmayan ve okunmayan bir gazetenin faaliyetine, uzun süre dışarıdan bir destekle devam etmesi mümkün değildir. Bu yüzden bir gazetenin yayınını beğenmeyen okuyucu, onu almaktan vazgeçer ve bu gazete ya yayın politikasını yeniden gözden geçirir, ya da VIIfaaliyetine son vermek zorunda kalır. Bu yüzden okuyucu tepkisinin (olumlu olumsuz) önemi çok büyüktür. Bu unsurlar, yerli yerinde bulunmadığı, görev çizgileri değiştiği için kurumlar arasındaki ilişki de bozulmuştur. Bu problemlerin Türk basın hayatında da yoğun bir şekilde yaşanmasının neticesinde basında bir ayrışma başlamış ve Cumhuriyet tarihi ile birlikte sağ basın, liberal basın, sol basın gibi bir kutuplaşma ortaya çıkmıştır. Bugün Türk basınında bazı aşın uçlara rağmen bu yapı büyük ölçüde varlığını devam ettirmektedir. Çalışmamız kapsamına giren ve bu yapı içinde yer alan sağ basın, Cumhuriyetin ilk yıllarına göre önemli bir konuma gelmiş ve yaklaşık 750 bin tirajlık bir güce ulaşmıştır. Sağ basın, Tanzimat dönemi ve İttihat Terakki'nin batılılaşma hareketlerine tepki olarak doğmuş, Tek Parti iktidarı dönemindeki batılılaşma hareketleri ve komünizm faaliyetlerinin sıkça yaşandığı 1940-1950'li yıllarda ise belirli bir düzeye gelmiş ve taban bulmuştur. Zaman zaman bazı engellemelere rağmen bu sahadaki faaliyetler Türk Siyaseti'nden de destek görmüş ve sağ basın sağ siyasi hareket arasında bir işbirliğine kadar gitmiştir. Demokrat Parti döneminde ilk defa iktidar ile sağ basın arasında bir işbirliği yaşanmış ve sağ basın, Tek Parti iktidarı döneminin aksine devleti koruma ve kollama gibi bir misyonu da üstlenmiştir. Bu değişimin en önemli sebebi, sağ basının savunduğu fikirleri telafuz eden ve savunan bir siyasi partinin (DP) iktidara gelmesi ve devleti yönelmesidir.
The press" influence on people and society" s life is big enough not to be neglected. People follow and watch what"s happenning in the world by means of media. Following the historical progress, media, after becoming the most effective informative and orientation force, has given rise to discussions about the way of its use. it is admitted society has become the most affected from the often conflict between media,which recently has acquired an important position in the goverment and society structure.and other organs of the state. Most of the time Press, aspiring other institutions" posts, was not found in the place it should be in the state and society" s structure. Other than its duty to reflect on events and inform the masses, it has converted to a majör directing force influencing the individuals, public, institutions and even the goverment. Within this structure, media has come to power, become public prosecutor ör fallen to the denouncer position as well. There are some factors that cause press to come up to such situations. People having not clear the dimensions of their duties and being slaves to their egoism is the first öne. The second öne is a more serious condition. Press is given great support from persons in the goverment having power ambitions. (i.e; Napoleon indeed was much supported by press during the French Revolution) So, this support instead the benefit of the society will be offerred to those power aspiring forces. The dissability of the reader in reacting against these two situations ör its joining to öne of the fronts is the third factor. There have to be buyers in order to ensure the contiunity of the paper"s activity. The keeping on of an non read ör bought papervs activityjust by an outer proper is impossible.In this situation this paper has to examine and change its publishing policy ör put an end to its activity. For this reason the reader" s thrust(positive ör negative) has a crucial importance. These elements when not being at their place, these changes in the duty "s bounds can break even relations between institutions. The presence of such problems in the Turkish Press has given way to differentiations and together with the Republic"s History the right, national, liberal, left press alike polarizations have appeared. Despite some extremist trends in the Turkish press this structure is ensuring the continuity of its existence in a wide range. IXThe right press,included in our work"s scope and being in this structure, during the first years of Republic acquired an important position and attained a circulation of 750 thousand. The right press has arisen as a reaction against the westernization movements of the Tanzimat and Progress Union (ittihat Terakki). At the time of the frequent westernization and communist activities during Unique Partyv s period the right press achieved a definite standart. Activities in this ground, though difficulties, were supported from the Turkish Policy and sometimes the right press did even collaborate with the right political movements. On the contrary to the Unique Party, during Democratic Partyvs period for the first time goverment cooperated with the right press, which now undertook the support and protection of the goverment. The main reason of this big change was the coming to power of a party (DP) defending and spreading the ideas advocated by the right press itself.
