Yerel yönetimlerin mali yapısı ve Adapazarı Belediyesi örneği

Abstract

ÖZET Bilindiği gibi yerel yönetimler merkezi yönetimle birlikte kamu yönetiminin ayrılmaz bir parçasıdır. Kamu kaynaklarının kullanımı ve daha genel olarak maliye politikaları açısından bakıldığında yerel yönetimleri bir bütünlük içinde görme gereği ve hatta zorunluluğu vardır. Yerel yönetimler kanunlarla kendilerine verilen görevleri yerine getirirken yeterli öz finansal güçlere sahip olmamaları sonucu merkezi yönetimden destek talep etmek zorundadırlar. Bu da yerel yönetimler üzerindeki merkezi yönetimin vesayetini artırmaktadır. Hızlı kentleşme ve özgün yapılan nedeniyle yerel yönetimler içinde belediyelerin önemi ve fonksiyonları çok büyüktür. Kamu tüzel kişilikleri olan belediyeler mahalli nitelikte sosyal, ekonomik, kültürel birçok görevler üstlenip basan ile yürütmek suretiyle çağdaş devletlerin hızlı kalkınmasında etkin rol oynamaktadırlar. Ancak Türkiye'de belediyeler ülke genelindeki hızlı sosyal, ekonomik ve kültürel değişimlerin ortaya çıkardığı sorunlar yanında, hem idari ve yasal sınırlarla, hem de mali yapılarının temel özelliklerinden dolayı bir dizi maddi sorunla karşı karşıya bulunmaktadırlar. Bu sorunların temel göstergeleri yerel hizmet ve gereksinimleri karşılayacak mali kaynaklara sahip olmayıştan, eldeki kaynaklan çizilmiş yasal sınırlar içinde her zaman etkin ve verimli bir şekilde kullanamayışlandır. Tüm bu sorunlann var olduğunun en somut delili ülke genelinde yerel hizmetlerin talep edilen miktar ve kalitede sunmakta yetersiz kalınmasıdır. Çalışmamızda Adapazan Belediyesi'nin beş yıllık (1992-1993) bütçe uygulamalanmn analizleri ışığı altmda Adapazan Belediyesi'nin ve genel olarak il belediyelerinin mali yönetimlerini etkileyen iktisadi faktörleri ortaya konmaya çalışılmıştır. Bu amaçla önce belediyelerin gelirleri ve giderleri, belediye bütçesi ve bütçelemenin dayandığı temel ilkeler ve süreçler incelenmiş, 1992 - 1996 yıllan gelir bütçeleri ana gelir kalemleri, gider bütçeleri de ana harcama kalemleri olarak bütçe ve kesin hesaplar itibariyle incelemelerin sonucunda ortaya çıkan sapmalar ve sonuç bölümünde ise bu sapmalan önlemeye yönelik politika önerileri geliştirilmiştir. vııı

As we know, the local governments and the central government are the indispensable parts of the public administration. In terms of the employment of public ressources and more general finance policies, local governments must be percieved in an indivisible totality. The local governments,because of their financial insufficiency, are obligated to demand a financial support from the central government. That financial need results in an increasing executorship of the central government on the local ones. The municipalities have a significant function in the local governments. The rapid urbanisation and the original structures of the municipality administrations make their role more and more important. Municipalities, which have a juristic personality, are very succesfull in their local missions in social, economic and cultural fields. The role of the municipality administrations, in the development process of modern countries, is increasing with their success. However, the municipalities in Turkey are confronted, on the one hand, with several problems resulted from of the rapid social, economic and cultural modifications; on the other hand with administrative, legal and especially financial problems. The fondemental indicators of these numerous problems are at first the lack of a sufficient financial ressource in order to compense local services and needs. The second indicator is the unrentable and unactive use of the financial resources in a limited legal area. The most obvious reason which proves the existence of all these problems is the unsufficiency of the local services in the entire country. In my study, I tried to determine the economic factors that influence the financial administration of Adapazarı Municipality, and more generally, the city municipalities, by a detailed analysis of the five-years-municipal budget of Adapazarı Municipality between the years 1992-1993. I analysed the municipal revenues and expenses; the municipal budget and the fondemental principles and processes on which the municipal budget is based; the deviations obtained after the examinations of the main revenue and expense items (the 1992-1996 revenue budgets is considered as the main revenue item; the expense butgets as the main expense item) and in the conclusion part, some suggestions of finance politics applicable in order to prevent these deviations.
