Bu çalışmada eğitim sistemi genel bir perspektif içinde değerlendirildikten sonra Türk ve Alman eğitim sistemlerinin ilköğretim aşamasındaki eğitim kurumlarının işleyişlerini ve müfredatlarını ortaya koymaya çalıştık. Eğitim sistemlerinin farklılıklarının en büyük nedeninin, iki ülkenin siyasi ve idari yapılarının farklılıklarından kaynaklandığı gözlemlenmiştir. Alman eğitim sistemi federatif yapımn etkisiyle eyalet hükümetlerine bağlı olarak bazı farklılıklar göstermesine karşın, Türkiye'de üniter eğitim sistemi mevcuttur. Diğer yandan Federal Almanya'nın çoğu eyaletinde ilköğretimin dört yıl sürmekte ve bu dört yıl sonunda öğrencilerin basan ve ilgi durumlarına göre çok farklı okullara yönlendirilmektedir. Türkiye'de ise ilköğretimin sekizinci sınıfından itibaren öğrencilerin meslek eğitimiyle genel öğretim arasında tercih yapmak zorunda olduklarını tespit ettik. Ayrıca, Türk eğitim sisteminin ciddi problemleri, formal düzenlemeler alanında değil bunların uygulanması safhasındadır.
In this study, having evaluated education systems in a general perspective, we have tried to delineate programs of schools at primary level and their operation in Turkish and German education systems comparatively. It is observed that the main reason for the differences of the two education systems is a result of thedifferences in their political and administrative structures. With the effect of federative structure, German education system shows some variations in connection to provincial goverments, while there is a unitary system of education in Turkey. We have seen that in Federal Republic of Germany the variations in the education systems of provinces create some problems and we also find out the attempts to solve these problems. On the other hand, in many provinces of Germany, the duration of primary education is four years, and at the end of the four years, students are directed to different schools in accordance with their succes and interests. But in Turkey, students have to make a prefenece between general and occupational education in the eight year of primary education. Moreover, Turkish education system has not serios problems in the field formal regulations but in their application.
