21. yüzyıla doğru Dünyamızın, giderek artan bir şekilde kamu ekonomisinden piyasa ekonomisine geçiş yönünde bir değişim ve reform sürecine girdiği gözlemlenmektedir. Geleneksel devlet anlayışı yerine "yeni" bir devlet felsefesi oluşturulmaya çalışılmakta ve bu "yeni devlet" felsefesinde etkinlik kavramı ön plana çıkmaktadır. Uzun yıllardır ekonomik, sosyal, siyasal ve kültürel sorunlar arasında zorlanan ülkemizde; devletin yapısı, işleyişi ve ekonomisi ciddi sorunlarla karşı karşıyadır. Günümüze kadar kamu ekonomisi ve kamu yönetimindeki mevcut sorunlar her geçen yıl giderek ağırlaşmıştır. Devletin daha etkin ve verimli işlemesini sağlayabilmek için yönetsel işlemlerin basitleştirilmesi, vatandaşlarla yönetim arasında iyi ilişkiler kurulması, yapılan işlemlerin bir değerlendirmeye tabi tutularak performans ölçümlerinin yapılması gerekmektedir. Bunun gerçekleştirilmesine yönelik ortak hedef ekonomik kalkınma ve buna bağlı olarak verimlilik artışıdır. Prodüktivitedeki yükselme bir ülkenin gelecekteki yaşam standardının iyileştirilmesinde anahtar unsurdur. Ancak, verimlilik sadece ekonomiyle değil, aym zamanda toplumsal ve kültürel yapıyla da yakından ilgili bir olgudur. Bir başka deyişle verimliliğin ekonomik yönü kadar toplumsal hatta kültürel boyutları da bulunmakta ve bu boyutlar özellikle ülkemiz gibi gelişmekte olan ülkeler bakımından ayrı bir önem taşımaktadır. Bir ülkenin toplam verimliliğinin ölçümünde en yaygın method gayri safı yurtiçi hasılanın çalışan nüfusa bölünmesidir. Elde edilen verimlilik değeri, önceki yıllar performansıyla ve diğer ülkelerin rakamlarıyla karşılaştırılarak ülkenin yönetsel etkinliğinin değerlendirilmesinde kullanılan göstergedir. Kamu hizmeti veren kuruluşların etkinliğini ve etkililiğini kuruluşun örgütsel kültürü, görev tanımlaması, müşterinin yönlendirmesi, müşteri ve kalite ilişkileri etkilemektedir. Gittikçe globalleşen bir pazarda basan, müşterinin istediği zaman ve istediği miktardaki mal ve hizmeti en kaliteli şekilde sunabilmekten geçmektedir. Müşteri bekleyişlerinin sürekli değişmekte olduğu günümüzde, artık kamu sektöründeki hizmetlerinde müşteri bekleyişlerine cevap vermesi gerekmektedir. Müşteri gözünde mal ve hizmetlerin kalitesi ve vaktinde yerine getirilmesi fiyatlardan daha önemli hale gelmiştir. Bu nedenle müşteri tatmini ve işletme performansının ölçülmesi son derece önem kazanmıştır. İşte bu çerçevede kamu hizmetlerindeki çalışmaların yeniden değerlendirilerek, devlet rolünün ve etkinliğinin artırılması, değişen koşullara cevap verilebilmesi amacıyla kamu yönetiminin teşkilat yapısı, işleyişi ve personel rejiminden kaynaklanan sorunların giderilmesi gereği doğmuştur.
Countries around the globe are in the process of change and transformation for the purpose of turning their economic structure from state-weighted economical base to market economy. The objective is to fit the country to 21st centry conditions. Turkey it self is trying to replace traditional state administration with modern public management. The state-of-the-art objective in the philosophy of "updated state" is to actieve high- level efficiency towards new century. Our country has faced economical, social, political, cultural problems for a long time; therefore, Turkey has serious troubles in economy and in state administration. The problems inside state economy and administration has continuously increased up to the day. In order to provide the public with processing more efficient and more effective, the administration must simplify the managerial tasks, and must establish the efficient relations between the state and the citizens, and most evaluate the performances achieved. Solving structural problems requires ecnomic development, and increased effectiveness. Higher productivity is key to a country in reaching improved living standart at future. The matter here is that effectiveness is not just related to economy but to simultaneously social and cultural perspectives all, which have special importance to countries like Turkey. The most adopted way of measuring and comparing total effectiveness in a country is to divide Gross Domestic Product (GDP) by working population. The value obtained is an indicator comparing the country's current performance with its previous performances, with other countries performances so as to eveluate the country's managerial effectiveness. Effective and efficient public institutions improves service quality in implementing tasks, increasing customer morality, and positively affecting organizational climate, job description, and customer requirements. Success in continuously increasing globalizm approach to marketing depends on satisfying customer demands in a timely manner, in demanded quantity, and on introducing quality-oriented products and services to marketplace. In a sense, in the market with ever-changing customer requirements, the public sector has to improve ist capability in making consumers satisfied, since customers, nowadays view that quality in products and services, and timeliness in their introduction to customer use are more important than their price. Hence, customer satisfaction and an evaluation of institutional performances have gained great importance to operate the governmental institutions efficiently. From this standpoint, restructuring tasks and services in governmental institutes is a requirement to increase effectiveness and the role of government, and to fit state-owned organizations to dynamic global conditions. Accomplishment this necessity requires state administration to reorganize institutional structure and its way in operating tasks, duties, and humen resource management, and to solve the problems relating to these concerns.
