Abstract

Eğitim sistemlerinin, fert ve toplum ihtiyaçlarına cevap verebilmesi ve kültürel değerlerin, içinde yaşanılan şartlara göre yorumlanarak, yetişmekte olan nesillere aktarılmasına yardımcı olabilmesi için, sürekli gelişmesi kaçınılmaz olmuştur. Ülkemizde de son yıllarda bir eğitim hamlesi yapılmış ve zorunlu eğitim süresi beş yıldan kesintisiz olarak sekiz yıla çıkarılmıştır. "Zorunlu Sekiz Yıllık Kesintisiz Eğitimin İlk Uygulanışı ve Problemleri" adı altında yapmış olduğumuz çalışmamıza şu şekilde özetleyebiliriz: Ülkemiz eğitim sistemini, gelişmiş ülkelerle karşılaştırdığımızda, gerek uygulama, gerekse eğitime yapılan yatırım konusunda çok gerilerde olduğumuzu söyleyebiliriz. Alan araştırması ile desteklediğimiz çalışma neticesinde; okul binalarının fiziki eksiklerinden başlamak üzere bir çok sorunlarla karşılaştık. Eğitim araç-gereçlerinin eksikliği, Öğretmen ihtiyacının hala giderilememiş olması, dersliklere düşen öğrenci sayısının fazlalığı, eğitim- öğretim için okullara ödenek ayrılmaması, öğrencilerden toplanan paralarla eğitimi adeta paralı hale getirdiğimiz günümüzde bunlar karşımıza çıkan ilk sorunlar olmuştur. Sekiz yıllık eğitime geçilirken yapılan vaatler ne yazık ki yerine getirilememiştir. Zorunlu eğitimi gerçekleştirebilmek ve herkese eğitim imkanının sağlanabilmesi için, geçilen taşımalı sistemin henüz yeterli derecede aktif hale getirilememesi, öğrencilerin barınmalarını da içine alan yatılı okulların sayılarının ve kontenjanlarının sınırlı olması, özellikle doğu bölgelerimizde bulunan eğitim-öğretim çağındaki çocuklarımız için önemli bir eksikliktir. Din eğitimi açısından baktığımızda, ilköğretim okullarında okutulan din derslerinin, çoğu okullarda bu alanda yetişmiş öğretmenler tarafından okutulamaması önemli eksiklikler arasında bulunmaktadır.

It was inevitable, that the education systems developed permanently, in order that they could response to the individual and social demands and that they could help in transferring the cultural values to the upcoming generations by interpreting these values according to the conditions of life. Also in our country in the last years an educational development took place and the obligatory period of basic education was enhanced from 5 to 8 years continuously. We can summarize our study, which we made under the title: "The first praxis of the obligatory continuous 8-year education and its problems" this way: When we compare our country's educational system with the developed countries, we can say that we are very backward in terms of praxis and the investment, which made into the education. As a result of the study, which we supported with the research on site, we encounterede may problems, beginning with the physical insufficiency of the school buildings. The first problems we encountered were the lack of educational tools, the failure of financial support for the education, and collecting money from the pupils, making education this way a not free education. The promises, which were made at the start of the 8-year education, could not be kept unfortunately. It is an important failure, that the introduced "carrying system", which was introduced with the aim of materializing the obligatory education and making education possible for everyone, could not be activated, the limited number and contingences of the boarding- schools is especially an important failure for our pupils in the eastern provinces. As for the religious education, it is another important failure, that the religious courses in the primary schools are not given by teachers, who are specialized in this branch.
