Abstract

PTT'nin Yönetiminde Bir Yeniden Yapılandırma Çalışması PTT; Türkiye Radyoları. Telsiz Genel Müdürlüğü. Teletaş ve Türk Telekom AŞ 'den oluşan Türkiye'nin en büyük kamu iktisadi teşebbüslerinden bir tanesi konumunda iken zamanla kendine bağlı olan diğer kurumlar bünyesinden ayrılmıştır. PTT bütün kamu iktisadi teşebbüsleri gibi siyasilerin almış oldukları politik kararlardan etkilenmiş; üreten, ekonomiye katkısı olan bir kurum olmaktan yavaş yavaş uzaklaşmış; geçmişte bütün altyapı ve teknolojik yatırımlarını telefon üzerine yaptığı için Türk Telekom A.Ş.'nin de bünyesinden ayrılmasından sonra posta ve telgraf hizmeti gören, ekonomiye katkı sağlamaktan ziyade ekonomik gelişmeyi yavaşlatan bir kurum görüntüsü çizmeye başlamıştır. Ancak PTT son iki yılda bulunmuş olduğu durumdan kurtulmak ve ekonomiye yük olmaktan çıkıp ekonomiye katkı sağlayan bir kurum haline gelmek için otomasyona yönelik gerçekleştirdiği çalışmalarla ekonomik kalkınmaya önemli katkılar sağlamada yeterli olmamakla birlikte gelecek için ümit vericidir. Bu çalışmada öncelikle PTT'nin genel yapısı ve faaliyetleri, uygulanmakta olan ve uygulanması düşünülen projeleri anlatılmış; mevcut sistemde görülen problemlere çözüm önerileri ile birlikte değinilmiş; daha sonra özellikle son iki yılda başlatmış olduğu atılımlara katkıda bulunabilecek yaklaşımlar sunulmuş ve PTT'yi teknolojinin hızla geliştiği günümüzde sadece posta, telgraf işleri yapan hantal bir kurum olmaktan çıkararak karlılığını artırabileceği düşünülen alternatif çalışma alanları önerilmiştir. The Re-Structure Study of PTTs Management System While PTT is one of the biggest, as all we knew, state economic enterprise which consists of Turkey Radios. The General Managing of Wireless. Teletaş and Turk Telecom Share Company as the time passed with the realities of the world other related sectors had left from PTT and try to go on their way of course there are lots of reasons for this separation. The political decisions which the politicians expressed had also effected PTT as the other state economic enterprises and it has gone away from active economy day by day. We should know that, in past PTT has made all of it's infrastructure and technological investments on phone, which is more important for everybody, but after Tuik Telecom Share Company departed from the family, instead of making profit to post and phone service, it has been one of the state economic enterprises which caused economy to go slow. May be we can say that it was one of the hunch on the state. But it is clear that; for the last two years Post Telegraph Organisation has made a few important efforts to make good effects to the economy and tried to be an enterprise which has positive contribution, not a hunch! As you seen although these efforts aren't enough for economic development which has been made by PTT but at least hopeful for the future. In our studies, we'll firstly try to explain you PTT's general situation, it's activities and projects which is in technique or just at the step of idea, and then especially for the last two years it has presented approaches which may be positive contributions on the economy and also has been offered other alternative studies to increase profit in the XXI. century that technology is growing fast and to demolish the image of being a clumsy institution that just makes post and telegraphy works.
