Son yıllarda Yönetim Biliminde önemli gelişmeler yaşanmaktadır. Yönetimin asıl elemanı olan insan unsuru, her geçen gün önemini artırmaktadır. Personel yönetiminde, personelin değerlendirilmesi çalışmaları da Yönetim Bilimindeki gelişmelere paralel bir şekilde değişmektedir. Personelin değerlendirilmesi personel yönetiminin en önemli konularından birisi haline gelmiştir. Bugün personel değerlendirilmesi ile ilgili pek çok yöntem geliştirilmiştir. Bu yöntemlerin önemli bir kısmı geçerliliğini yitirmiştir. Bundan dolayı çağın gereklerine uygun yeni yöntemler geliştirilmektedir. Yönetim sistemimizde uygulanan personel değerlendirme yöntemi ise birçok açıdan eleştirilmekte ve bir reform çalışmasına ihtiyaç hissedilmektedir. Çalışmada genel olarak personel yönetiminin temel konulan, personelin değerlendirilmesi çalışmaları ve çeşitli personel değerleme yöntemleri ele alınmıştır. Yeni yöntemler geniş bir biçimde incelenmiştir. Son olarak ülkemizde uygulanan personel değerlendirme sistemimizle ilgili, Bitlis Valiliği bünyesinde, çeşitli konumlardaki sicil amirleri üzerinde bir alan araştırması yapılmış, sonuçlar istatistiki yöntemlerle incelenmiş ve yorumlanmıştır. Sonuç olarak; personel değerlendirme sistemimizde dünyadaki gelişmelere ayak uydurabilmek için çağdaş bir yeniden yapılanmaya ihtiyaç duyulduğu belirlenmiştir.
ABSTRACT Nowadays, there are very important developments in administrative science. The importance of human factor which is the basic element of administration is increasing day by day. The studies on personnel administration are also changing with parallel to developments in administrative sciences. Today personnel evaluation is the most important subject in personnel administration. Some old evaluation methods have last their validity today. Thus many new methods have been developed in the subject. Current evaluation methods in Turkish public administration system have been criticised to show that it is required to make a reform in the system. In this research, the basic subjects of personnel administration; the studies in personnel evaluation and methods of personnel evaluation are studied. The new methods are also considered in detail. Regarding current personnel evaluation methods in Turkey, a survey has been used to identify current issues about register superiors in the constitution of County of Bitlis. The data have been analysed and results have been discussed. As a result, it has been implemented that current personnel evaluation system in Turkey has to be reformed to keep updated in the directions of the modern world. IX
