Abstract

Osmanlı Devleti'nin son dönemlerinde dağılmamak için bir takım tedbirler alınmıştır. Bu tedbirleri alan devlet adamlan neler yapmışlar ve böylesine bunalımlı bir ortamda nasıl davranmışlardır? Aldıkları kararlar bir devleti etkilediği için son derece önemlidir. Hüsrev Paşa dağılma döneminde hangi önemli siyasi olaylarla uğraşmıştır. Bu soruların cevaplan tezimizde konu olarak ele alınmıştır. Tezin amacı, Hüsrev Paşa'nın Mısır meselesindeki rolünün ve Tanzimat Fermanı"a karşı yenileşme hareketlerine öncülük eden bir sadrazam olduğundan nasıl bir askeri eğitim sistemi benimsediğini ortaya çıkartmaktır. Bu çerçevede Hüsrev Paşa'nın kaleme almış olduğu askeri eğitim içerikli kitaplar incelenmiştir. Aynı zamanda Tanzimat Fermanı'na karşı çıkmıştır. Bunun yanında Mısır Meselesinde de yine Mehmed Ali Paşa ile olan Mısır Valiliği kavgasının çok büyük payı vardır. Tezin diğer amacı da bir devletin sadrazamının hayatim inceleyerek o dönem hakkında daha kapsamlı bilgilere ulaşabilmektir. Hüsrev Paşa'nın yaşamış olduğu dinamik hayat incelenerek siyasi olaylara farklı açıdan bakılmıştır. Ayrıca Hüsrev Paşa'nın kaleme almış olduğu ordu eğitimi ağırlıklı eserlerden, o günkü ordunun durumu hakkında bilgi edinilmiştir. Askeri yenilgilerin ardarda geldiği bunalımlı dönemlerde askeri eğitimin çok disiplinli olması dikkat çekicidir. Ancak devletin yönetiminde görülen diğer aksaklıklar sebebiyle iyi bir ordunun olması dahi devleti yıkılmaktan kurtaramamıştır. Hatta kişisel çekişmeler zaman zaman orduya ve yapılan yeniliklere de sıçramış, bütün bunlar devletin çöküşünü hızlandırmıştır.

Some precautions had been taken to prevent collapsing in the last periods of the Ottoman Empire. What did the governors do and what kind of actions had been done during such a chaotic period? The decisions were extremely important since it affected the whole empire. What was the political influence of Husrev Pasha in that period? All these questions will be answered in this study. The aim of mis study is to show the role played by Husrev Pasha during the Egypt crisis and to lay out his ideas about the military education system as a Sadrazam leading the improvement movements against the Tanzimat Declaration. In tins regard, this study examines the books written by Husrev Pasha on the subject of militaric education. At the same time, his being against the Tanzimat Declaration was because of his personnel problems with Mustafa Resit Pasha. In addition, the race between him and Mehmet Ali Pasha to become the governor to Egypt plays an important role in the Egypt crisis. Another aim of this study is to provide more information about that specific period by examing the life of the period's Sadrazam.
