Takas (Barter) ticareti, ilkçağlardan itibaren bilinen en eski ticaret şekillerinden birisidir. Zamanla bu basit ticaret şeklinin yerini bir değişim aracı olarak "para" nın alması ile takas sistemi ilkel bir yöntem olarak görülmeye başlamıştır. Ancak, Dünya çapında yaşanan ekonomik ve politik istikrarsızlıklar, zaman zaman ticari işlemlerde nakit paranın bulunmasında ortaya çıkan güçlüklere ve bunun getirdiği maliyetlere, bunun sonucunda da olumsuz ekonomik koşullar altında bu sorunlarla başa çıkamamaya neden olmuştur. Bu nedenle şekil olarak aslında ilkel bir yöntem olan, ancak çağdaş ekonomide bir ticari sistem olarak tekrar gündeme gelen takas ticareti, modern teknolojiyi de kullanan organizasyonlar tarafından bir sisteme dönüştürülerek, işletmelerin sorunlarına çözüm getirebilecek yeni bir uygulama şekli olarak ticari yaşama sunulmuştur. Bu çalışmanın amacı; ticari kuruluşlar ve ülkemiz için büyük faydalar sağlayacağına inandığım "BARTER SİSTEMİ'nin tanıtılmasıdır. Bu amaç doğrultusunda; birebir takas şeklinde uygulanması itibariyle insanlık tarihi kadar eski, ancak bir sistem olarak düzenlenip mal ve hizmetlerin temininde kullanılması, özellikle Ülkemiz açısından çok kısa bir geçmişe sahip olan "BARTER SİSTEMİ"nin özellikleri, kullanım şekilleri, işleyişi, çalışma şartları ve uygulanışı kapsamlı biçimde ele alınmıştır. Yapılan bu çalışmalar sonucunda anlaşılmıştır ki; sisteme üye olan firmalar, ekonomik kriz dönemlerinde dahi krizden etkilenmeden faaliyetlerini sağlıklı bir biçimde sürdürebilmekte ve hatta büyüyebilmektedirler. Ayrıca firmalar, sistemin sağladığı avantajlar sayesinde kolaylıkla Dünya pazarlarına açılarak ihracat oranlarını artırabilme imkanına da kavuşabilmektedirler. Tüm bu sonuçlar çerçevesinde "BARTER SİSTEMİ'nin ülke ticaret hacmine sağladığı katkılar göz ardı edilmemeli ve sistemin yaygın olarak kullandırılması için gerekli düzenleme ve çalışmalar bir an önce yapılmalıdır.
ABSTRACT BARTER SYSTEM AS AN ALTERNATIVE ECONOMICAL MODEL IN THE FINANCIAL SYSTEM ( BARTER SYSTEM ) As a result of conjunctural crisis experienced in the economies, the businesses started to theoretically or practically research the alternative financing methods that decrease or eliminate the cost of money in commercial market. One of the methods developed to eliminate the adverse effects of the said global crisis on the commercial activities is "BARTER SYSTEM" ( Financial Bartering). In this context, the BARTER SYSTEM is being used as a financial means over the world for years and it is noted that it provides advantages to the businesses. Barter, with a simple definition, is the name of the system ensuring that a firm pays for the value of the products or service bought with its own products and service. With this point of view, the BARTER SYSTEM is a comprehensive system providing that many buyers and sellers come together to carry out purchasing without effecting payments under all circumstances and also a system where the rights and responsibilities of such buyers and sellers are defined. This study aims to introduce the "BARTER SYSTEM" which, I believe, will provide great benefits to our businesses and country. According to this purpose, the BARTER SYSTEM, which is as old as the human history in terms of organization as a system and application to use for supply of products and services, has been dealt with in detail with regard to its properties, application types, operations, working conditions and application. Upon all such studies it has been understood that the member companies of the system can survive and carry out their business activities properly inspire crisis periods without being affected by the crisis, and also they may be grown up. Furthermore, thanks to the advantages of the system, they may easily go to the world markets and increase their exportation capacities. With in all such results, the contributions of BARTER SYSTEM to the trade volume of the country should not be neglected and the attempts necessary to make use of the system widely must be made at once.
