Yoksullukla mücadelede yerel yönetimlerin rolü (Sakarya ve Eskişehir Büyükşehir Bediyesi örneği)

Abstract

Yoksullukla Mücadelede Yerel Yönetimlerin Rolü? (Sakarya ? Eskişehir Büyükşehir Belediyeleri Örneği) başlıklı bu çalışma, Türkiye'de örnek iller olarak Sakarya ve Eskişehir Büyükşehir Belediyelerinin yoksullukla mücadelede uyguladığı sosyal yardım ve hizmet programlarının mahiyeti ve etkinliği irdelenmeye çalışılmıştır. Öncelikle yoksulluk kavramı üzerinde durulmuş daha sonra yoksulluğun nedenleri ve çeşitleri tespit edilmeye çalışılmıştır. Böylelikle Türkiye'deki yoksulluğun boyutu ve profili ortaya konmuştur. Türkiye' de yerel yönetim birimlerinin sosyal hizmet ve yardımlara ilişkin sorumlulukları değerlendirilmiş, edinilen bilgiler doğrultusunda Sakarya-Eskişehir Büyükşehir Belediyelerinin 2007-2010 yılları arsında yoksullukla mücadelede uyguladığı programların çeşitliliği ve bu programların uygulanmasında yaşanan sorunlar ve sosyal hizmet-yardım sunumunda etkinliğin-verimliğin sağlanabilmesi için yapılması gerekenler tespit edilmeye çalışılmıştır.Bu çalışmanın araştırma problemi, Türkiye'de bir yerel yönetim kuruluşu olan Büyükşehir Belediyelerinin yoksullukla mücadelede uyguladığı sosyal yardım ve hizmet programlarının daha etkin ve verimli hale getirilebilmesi için yapılması gerekenleri belirlemek olarak ifade edilebilir.Tez çalışmamızı oluşturan konularla ilgili verilere, belediye yetkilileriyle yapılan yüz yüze görüşmelerle ve kaynak tarama yöntemiyle yapılan araştırmalarla ulaşılmıştır.Yapılan çalışma neticesinde Sakarya-Eskişehir Büyükşehir Belediyelerinin yoksulluk sorunuyla mücadelede uyguladıkları net bir yoksulluk stratejilerinin olmadığı tespit edilmiş ve belediye yöneticilerinin hem kendi aralarında hem de farklı belediyelerle aralarında bir yoksul tanımının oluşturulamadığı, yoksullukla mücadelede uygulanan sosyal hizmet ve yardım programlarının iyi planlanmış ve istikrarlı olmaktan çok, gelişigüzel ve kısa süreli olarak oluşturulduğu kanaatine varılmıştır.

In this study titled as, The Role of Local Governments in Struggle against Poverty, it was tried to examine the entity and effectiveness of social welfare and service programs that are operated by the model countries of Turkey, Sakarya and Eskişehir metropolitan municipalities, to struggle against the poverty. First of all, the concept , reasons and varieties of the poverty were tried to be determined and then the size and profile of the poverty in Turkey were examined.. The obligations of local government units in Turkey on social service and welfare were evaluated , with the help of acquired information, the variety of programs that were applied by the Sakarya-Eskişehir metropolitan municipalities between the 2007 and 2010 to struggle against poverty, the problems that were faced during the applications of these programs and the works which were needed to be done to provide effectiveness and efficiency on social service-welfare were all determined in content of this study.The exploring problem of this study can be stated as to determine the works which are needed to be done to make the social welfare and service programs, applied by metropolitan municipalities, which are a unit of local government establishment in Turkey, more effective and efficient.Data acquiring about the subjects that take place is implemented thanks to face to face negotiations with corporation and the method of source scan.In this sense, as a result of the study it was observed that though Sakarya-Eskişehir metropolitan municipalities haven?t a certain poverty strategy to apply for struggling against the problem of poverty , also the municipalists can not form a definition of poverty not only among themselves but also among other municipalities, and it was also observed that the social service and welfare programs which are applied to struggle against poverty are organized temporarily and for a short time rather than being well-planned and self-consistent.
