Kentsel siyaset : Sakarya metropoliten alanı

Abstract

Bu tezde Kentsel Siyaset kavramı üzerinde çalışılmıştır. Kentsel siyaset kavramının birçok boyutu olması, kavramın incelenmesini zorlaştırdığı için burada daha çok kent düzeyindeki iktidarı belirleme yani yerel seçimler manasında kullanılmıştır. Kentsel siyasetin yerel seçim anlamında değerlendirilmesi kavramın yerelleşme ve belediye ile ilişkisini de ortaya koymayı gerektirmiştir. Bu yüzden yerel yönetim birimlerinin, hatta belediyenin ortaya çıkışı bir anlamda kent düzeyinde yapılan iktidar mücadelelerini de ortaya çıkardığı için, belediyenin doğuşu kentsel siyasetin doğuşuyla ilişkilendirilmiştir. Aynı şekilde bizim yönetim tarihimizde de kentsel siyaset belediye kurumunun ortaya çıkışı ile değerlendirilmiştir. Aynı zamanda kentsel siyasetin anayasalarda yer alan temellerine vurgu yapılmış ve 1963 yılından günümüze yerel seçimlere yer verilmiştir.Tezde ayrıca kentsel siyaset olgusu örnekle desteklenmeye çalışılmış, bu yüzden Sakarya Metropoliten alanı üzerine bu çalışma yapılmıştır. Sakarya metropoliten alanının genel özelliklerine değinildikten sonra metropoliten alan olma sürecine yer verilmiştir. Sakarya Büyükşehir Belediyesi ve alt kademe belediyelerinin genel özelliklerine de yer verilmiştir. Bunun yanında Sakarya'da kentsel siyasete etki eden aktörlere değinilmiş ve Sakarya yerel seçimleri incelenmiştir. Çalışmanın sonunda Sakarya ve Türkiye'de kentsel siyaset-genel siyaset etkileşimine yer vererek kavram açıklanmaya çalışılmıştır.

In this thesis, the concept of Urban Politics is tried to be explained. Because Urban Politics has quite a few dimensions and it is difficult to analyse the concept, it is here, used to define the potency - mostly at a level of city- in other words, which means local elections. The evaluation of Urban Politics meaning local elections required to propound the relation between the municipal and localization, too. Therefore the appearanceof local adminstration units and even the municipal?s, is related with the emergence of the municipal, that?s in one sense, reveals the Urban Politics at a city level, too. Likewise, in our administration history, Urban Politics has been evaluated with the foundation of municipals. Also the principlas of Urban Politics, which took place in constitution, have been emphasized and from 1963 up to now, local elections have been made.Also the concept of Urban Politics is tried to be explained with an example in this thesis, so this work on Sakarya Metropolitan area is done. After mentioning the general features of Sakarya Metropolitan area, the process of being a metropolitan area is taken into account.The general features of Sakarya Metropolitan Municipality and the other low level municipals have been taken into consideration , too. In addition to this, factors effecting the Urban Politics in Sakarya have been stressed and Sakarya local elections have been researched. At the end of this work, in Sakarya and Turkey, the study of urban politics to interfere with politics in generel is given and tried to explain this issue.
