1844- 1845 yıllarına ait temettuat defterlerine göre Tosya kazasın’nın sosyo-ekonomik durumu

Abstract

Osmanlı Devleti'nde XIX. yüzyılda gerçekleştirilen ıslahatlar hızı ve mahiyeti açısından öncekilere göre farklılık arz etmektedir. Tanzimatın ilanından sonra mali alanda düzenlemeler yapılmış, daha önce değişik adlarla ve değişik şekillerde alınan vergiler basitleştirilerek temettu vergisi adı altında tahsil edilmiştir. Halkın vergiye konu olan emlak, arazi ve kazançlarının tespiti için temettuat sayımları yapılmış ve bu sayımlar defterlere kaydedilmiştir. Temettuat defterleri adı verilen bu belgeler Başbakanlık Osmanlı Arşivleri'nde bulunmaktadır. Temettuat defterleri ait olduğu bölgenin sosyo-ekonomik özellikleri hakkında önemli bilgiler ihtiva etmektedir. Bu çalışmada Tosya Kazası'na ait 67 adet temettuat defterinden istifade edilerek kazanın XIX. yüzyıl ortalarındaki sosyal ve ekonomik durumu değerlendirilmiştir. ?1844?1845 Yıllarına Ait Temettuat Defterlerine Göre Tosya Kazası'nın Sosyo ? Ekonomik Durumu? adını taşıyan bu çalışma dört bölümden oluşmaktadır.Giriş Bölümünde temettuat çalışmalarının arka planını oluşturan Tanzimat dönemi mali politikalarından ve düzenlemelerinden bahsedilmiştir.Birinci Bölümde Osmanlı Devleti'nde yapılan temettuat sayımlarının genel özelliklerinden bahsedilmiş ve daha sonra Türkiye'de yapılan temettuat çalışmalarına yer verilmiştir. Bölümün ikinci kısmında Tosya Kazası temettuat defterlerinin şekil ve muhteva açısından incelemesi yapılmıştır.İkinci Bölümde Tosya Kazasının sosyal yapısı incelenmiştir. Kazadaki mevcut yerleşim yerlerinin sayısı ve isimleri, tahmini nüfusları, hane reislerinin isimleri, unvan ve lakapları, meslekleri değerlendirilmiştir.Üçüncü Bölümde kazadaki zirai faaliyetlerden bahsedilmiştir. Yetiştirilen tarım ürünleri ve çeşitleri, köy ve mahallelerdeki tarım arazilerinin miktarı belirlenmiştir. Yine kazada yetiştirilen hayvan sayısı ve çeşitleri köy ve kaza ölçeğinde bunların sayıları ortaya konmuştur.Dördüncü Bölümde ise kazanın iktisadi yapısı ele alınmıştır. Hanelerin gelir durumları, mesleklere ve yerleşim yerlerine göre gelir dağılımı, vergi çeşitleri, mesleklere ve yerleşim birimlerine göre ödenen vergi miktarları incelenmiştir.Çalışmanın konusu olan Tosya Kazası temettuat defterlerinde yer alan bilgiler konularına göre tasnif edilmiş ve tablolardan istifade edilerek değerlendirme yapılmıştır.

The reforms implemented by Ottoman Empire at XIXth century differ in terms of duration and property when compared to ones done before. After the declaration of reforms some regulations were done on financial system and taxes having different names and forms were simplified by uniting them under the name of `Temettu tax?. In order to determine people?s estate, terrain and income, Temettuat studies were done and those studies were saved to documents. This documents are called `Temettuat Notebooks?. They are kept at the Premiership of Ottoman Archieves. Beside these benefits, those documents give crucial socio economic knowledge about regions they are related to.In this study, 67 temettuat notebooks were examined in order to have socio economical information about Tosya County at the middles of 19th century. Those notebooks belong to years 1844-1845 and this thesis having the name of `The Socio Economic Situation of Tosya County According To Temettuat Notebooks Belong To 1844-1845? consists of four parts.In the entrance part, main topic is financial policies and regulations at the period of reforms preparing convenient background to the Temettuat notebooks.In the first part, general properties of Temettuat studies conducted at Ottoman Empire are mentioned. Then, Temettuat studies done at Turkey are placed. At the second part of this part Temettuat Notebooks of Tosya County are studied in terms of form and content.In the second part, social situation of Tosya county is investigated. When this investigation is done, numbers and names of settlements, estimated population and names, nicknames, apellations and occupations of chieftains of families are evaluated.In the third part, agricultural activities in this county are discussed. Agricultural products produced in this county and their types and amount of agricultural lands on villages and districts are designated. What is more, numbers and types of animals kept in this county and detailed information for each village are noted.In the fourth part, economical structure of Tosya County is studied. Incomes of families, distributions of incomes according to occupations and settlements, tax types and amount paid at different occupations and settlements are explained.Information in the Temettuat Notebooks related to Tosya County that is the main topic of thesis is grouped considering topics and charts are used to evaluate mentioned information.
