Savunma harcamalarının ve savunma sanayiinin makro ekonomik etkileri ve Türkiye örneği

Abstract

Savunma harcamalarının düzeyi ve bütçe içerisindeki payının ne olması gerektiği her ülke için çok önemli bir olgudur. Çünkü savunma harcamalarına ayrılan her birim pay ülke refahından ve iktisadi kalkınmadan çalınan pay olarak görülebilmektedir. Özellikle Türkiye'nin bulunduğu konum ve sınır olan ya da olmayan diğer devletler ile olan geçmiş ilişkileri göz önüne alındığında bu harcamaların vazgeçilemez olduğu bir gerçek olarak karşımıza çıkmaktadır.Ekonomi literatüründe üzerinde uzlaşma sağlanamayan konulardan biri, savunma harcamalarının ekonomik büyümeye etkisinin olup olmadığı ve varsa ne yönde olduğudur. Bu çalışmada, 1950?2008 döneminde Türkiye'de savunma harcamaları ve ekonomik büyüme arasındaki ilişki incelenmiştir.Bu sonuçtan hareketle ve Türkiye'de savunma harcamalarının ekonomik büyümeye etkisinin ne şekilde olduğunun tespiti amacıyla hazırlanan bu çalışmada; savunma harcamalarına ilişkin genel bilgilere, dünya savunma harcamalarına, Türkiye'de savunma harcamalarının genel durumuna ve finansman kaynaklarına, savunma sanayine, Türk savunma sanayi ve savunma harcamalarının ekonomik etkilerine, savunma harcamaları-büyüme ilişkisi üzerine ileri sürülen farklı görüşlere, bu ilişkinin izahı amacıyla oluşturulmuş modellere ve son olarak çalışmanın amacını gerçekleştirmek için yapılan ekonometrik bir çalışmaya yer verilmiş ve çıkan sonuç yorumlanmıştır.

It is a very important phenomenon for every country that what the level of defence expenses and the share in budget should be. Because each unit of the share allocated for country defence can be seen as a share stolen from country?s affluence and its economical development. Especially, when the location of Turkey and the past relations with countries with which Turkey has a border or not, are taken into consideration, these expenses seem an inevitable reality.In the literature of economics, one of the most contraversial issues is that if defense expenditure has an impact on economic growth and ? if it is so- what the tendency of this impact is. In this study, the relationship between defence spending and economic growth in Turkey during 1950?2008 period is examined.It is also underlined that there would be differences which takes root from structural peculiarites in different countries. Moving from this argument, this thesis aims to investigate what the impact of defense expenditures on economic growth in Turkey is. In doing so, this study takes a concise look at defense expenditures, world defense expenditures, general outlook of the defense expenditures and its financial resources in Turkey. On this axis, defense industry in Turkey and its economic impacts are examined. This study also evaluates the different approaches and explanatory models which are put forward concerning the relationship between defense expenditures and economic growth. Lastly, an econometrical model which is constructed by author is presented and, then, the results which are derived from this econometrical model are interpreted.
