1892-1900 dönemi irade-i seniyyelerine göre Osmanlı bahriyesi

Abstract

Osmanlı bahriye teskilatı, hiç süphesiz Osmanlı Devleti'nin üç kıtaya yayılarak bir cihanhakimiyeti kurmasında ve dünya siyasetine yön veren tek güç haline gelmesinde en temelOsmanlı kurumlarından biridir. Nitekim, Osmanlı Devleti'nin bahriyesinin güçlü oldugudönemlerde dünya siyasetine hakim oldugunu, fakat denizlerde hakimiyetin azalmayabaslamasından sonra kendi içine çekilerek dünya hakimiyetini denizlerde üstün bir durumagelen Avrupalı devletlere kaptırdıgını görüyoruz. Özellikle XVIII. yüzyıldan itibarendenizlerde iyice zayıflayan ve XIX. yüzyılda Avrupalı devletlerin adeta yarı sömürgesi halinegelen Osmanlı Devleti'nin dünya hakimiyetini tek basına elinde tutan bir devlet iken, nasılböyle aciz bir duruma düstügü konusunda bir fikir sahibi olabilmek için Osmanlıdonanmasının bastan sona kadar kısa bir durum degerlendirmesini yapmak gerekmektedir. Busebeple, Osmanlı donanmasının kurumsallasmasında temel teskil eden Eski Türkler veAnadolu beyliklerinin denizcilik faaliyetlerinden itibaren konu ele alınmaya baslanmıs veOsmanlı Devleti'nin son dönemlerine kadar Türk denizciligi özetlenmistir. Böylece,arastırmanın esas konusu olan Osmanlı bahriyesinin 1892-1900 dönemine ulasılmıs ve bahriyealanında bu dönemde yapılan faaliyetler yorumlanmaya çalısılmıstır. Osmanlı Devleti'nin vedonanmasının iyice çöktügü yıllar olan bu dönemdeki irade-i seniyyeler incelenerek, daha çokbahriye alanında yapılan harcamaların maddi boyutu ve bu dönemde ne gibi çalısmalaryapıldıgı konusunda bir fikir sahibi olmaya çalısılmıstır.Anahtar kelimeler: Türk denizciligi, Osmanlı Bahriye Teskilatı, rade-i seniyye

The Ottoman Navy Organization is undoubtedly one of the most fundamental foundation of theOttoman State that brings about the Ottoman State coming to the unique power and building aworld sovereignty and in the mean time, this has lead it to direct the world policy by spreadingout three continents of the world. Likewise, in its strong time periods, we can see that theOtoman State dominating the world policy, but after starting to the further decline in its navalpower, it had snatched its world supremacy to the European States now had powerfull navies.In particular, ever since 18th century, naval power of the Ottoman State has been weakened.Then, one subject has come to the fore and it is needed to make a shortly, but in detail mannerevaluation for able to having an idea about how it remained in such as this unable situation andas it was turned into a semi colony of the European States while it was possessed of uniquepower of the world, in the 19th century. Therefore, the subject which is the forming a base aboutinstitutionalizing of the Ottoman fleet, has been started to consider since the naval activities ofthe Old Turks and the Anatolia Principalities. Morever, Turkish maritime has managed to besummarized and to be interpreted within the last time period of the Ottoman State. Thus,arrived to the basic subject of our research, which the Ottoman navy period in 1892-1900, andstudied to interpret activities of Ottoman navy in this period. Those years were worse than everfor the Ottoman State and the Ottoman navy was rather collapsed in this period.
