İl belediyelerinin gelir gider etkinliğinin AB’ye uyum sürecinde ulaşım ve çevre hizmetlerine yansımaları

Abstract

Küreselleşme ile birlikte insan ihtiyaçlarının çeşitlendiği ve arttığı günümüzdünyasında asli fonksiyonları insanlara hizmet sunmak olan yönetimlerin buihtiyaçlara daha çok yerel yönetimler ölçeğinde faaliyet gösteren belediyeler aracılığıile cevap vermeye çalıştıkları bir gerçektir.AB'ye üyelik sürecinde Türkiye'deki belediyelerin mevcut durumunun ve yapılarındaolması muhtemel değişikliklerin incelendiği bu tezde anket yöntemi kullanılmıştır.Ayrıca, yazılı metin ve verilerden faydalanarak durum ortaya konmuştur.Öncelikle belediyelerin tarihsel ve kavramsal kökeni incelenmiş, sonra ilbelediyelerinin kanunlar ve AB müktesebatı çerçevesinde çevre ve ulaşımhizmetlerine ilişkin mevcut durumları incelenmiştir. Belediyelerin gerek Türkiye'dekikanunlarca gerekse AB müktesebatında zorunlu kılınan bazı hizmetler açısındanyetersiz olduğu sonucuna ulaşılmıştır. Bu sorunun arkasındaki temel nedenbelediyelerin yükümlülüklerine nazaran yeterli gelire sahip olmamasıdır. Buna ekolarak belediyeler proje üretememekten dolayı AB fonlarından yararlanma konusundabaşarılı olamamışlardır.Sonuç olarak, AB'ye adaylık sürecinde belediyelerin artan yüksek yatırımmaliyetlerinden kaynaklanan borcun aşırı baskısına karşı mevcut gelirlerini daha fazlaetkin kullanmaları ve ilave gelir kaynakları bulmaları önerilmektedir. Yatırımkararlarını almazdan önce AB standartlarını dikkate alarak yatırım maliyetlerini hesapetmelidirler.Anahtar kelimeler: Belediyeler, Gelir-Gider Etkinliği, Çevre ve Ulaşım Hizmetleri,Türkiye, Avrupa Birliği.

In our contemporary world in which human needs are becoming more and morediversified and complex with the globalization, it is the fact that the methods aiming tooffer services to people try to address these needs by means of municipalities mostlyworking in regional management scales.The thesis examines the existent position and the possible changes in the structure ofthe Turkish municipalities during the membership process to The EU viaquestionnaire. In addition, We benefited form the other statistical indicators and theearlier studies by different authors to outline the issue.Firstly, historical and conceptual roots of the municipalities is researched, then,current stations related to environment and transition of selected municipalities isexamined in the context of The EU and Turkey?s current procedures. We reached theconclusion that the municipalities are not satisfying compulsories of the EuropeanUnion Procedures and Turkish law as well in providing services. The main reasonbehind that problem is that municipalities? incomes are not enough to match theirliabilities. Additionally, the municipalities are not successful in using the fundsprovided by The EU due to lack of projects proposed to The EU.To prevent high pressures of loans resulting from increasing investment costs duringmembership process of Turkey to The EU, we recommend the municipalities to findadditional revenue sources, and use current incomes more effectively. And the themunicipalities must consider the investment costs by considering the standards of EUbefore decision making.Key words: Municipalities, Efficieny of Expenses and Incomes, Environment andTransportation Services, Turkey, European Union.
