Türkiye’de Sosyal Güvenlik Kurumlarında yeniden yapılandırma

Abstract

Araştırmanın konusu ? Türkiye'de Sosyal Güvenlik Kurumlarında YenidenYapılandırma? olarak belirlenmekle birlikte, konuda sosyal güvenlikkurumlarının yeniden yapılandırılmaya gerek duyulmasının sebebi olankurumların sorunlarının ülke ekonomisini nasıl etkilediğine ve çözüm içingereken reform önerilerine değinilmiştir.Sistem genel itibariyle incelendiğinde; Emeklilik yaşı sorunu, mevzuat karmaşasısorunu, denetim sorunu, fonların yanlış alanlarda kullanılması sorunu, kurumlararasındaki koordinasyon sorunu ve siyasal sorunlar yaşaması sebebiyleeleştirilmektedir. En önemlisi ise bu sorunlar sonucu ekonomide meydana gelenolumsuz etkilerin oluşmasıdır.Sistem sürekli bütçe açığı verirken, bu oran her sene daha da artışgöstermektedir. Nüfusun yüzde doksanını kapsayan sistemde bütün yük 12.8milyon çalışanın üstündedir. Yani bir sigortalı 4 kişinin sosyal güvencesiniüstlenmektedir. Bu nedenle gelir- gider dengesi sağlanamamakta ve bütçedensisteme aktarılan miktar, son 11 yıl içerisinde işsizlik sigortası hariç 57.2 milyarytl bulmaktadır. Türkiye'nin bu açığı kapatmak için dönemin iç borçlanmayaptığı düşünüldüğünde 57.2 milyar ytl açık için devletin ayrıca 32 milyar ytl dafaiz ödediği ve böylece sosyal güvenlik açıklarının bütçeye verdiği hasarıntoplam 90 milyar ytl bulduğu gözlenmektedir.İncelenen konuda sistemin meydana getirdiği olumsuzlukların çözümü içinreform önerilerine değinilmiştir. Sistem, tek başına yeterli olmayan reformönerileri sonucu meydana getirilen ve 1 Ocak 2007 tarihi itibariyle uygulanacakolan ?Yeni Sosyal Güvenlik Yasası? ile desteklenmektedir. Yasa bazı olumsuzyanlarının bulunmasına rağmen genel itibariyle incelendiğinde uygulanmasıgerekli bir yapıyı oluşturmaktadır.Anahtar Kelimeler: Sosyal Güvenlik, Sigorta, Emeklilik

In this research, whose subject is determined as ? Restructuring of social securityInstitutions in Turkey?, how the problems of the Institutions to cause the need torestructure social security Institutions effect economy of the country and the proposalsof reform to solve these problems are the topics touched on.Being analysed generally, the system is criticised negatively because of the problems ofretirement age, complexity of the regulations, qudit problems, we of funds in wrongareas, coordination problem among the institutions and political problems. Mostimportantly, as a result of these problems, economy of the country is negativelyoffected.As the system always runs a budget deficit, this ratio increases each year. In thissystem, including 90 % of the population, the whole responsibility is shouldered by 128milion employce. That is, one insured person shoulders the social security of fourpeople. Therefore; the balance between income and expenditune cannot be obtainedand the amount transferred from the budget to the system is 57.2 milyar ytl, excludingthe unemployment insurance in the last eleven years. 32 milyar ytl interest is paid byTurkish Goverment in order to meet the deficit which is 57.2 milyar ytl; thus deficit ofsocial insurance damaged the budget approximately 90 milyar ytl.Bellow the topic researched, proposals of reform to solve the problems caused by thesystem are analysed. The system is supported with the ? New Social Security Law?which is developed as a result of the reform proposals not sufficient alone and will beput into action on Jaunary 1, 2007. Although there are some negative points in the draft,when analysed generally it is noticed that putting it into action is necessary.Keywords: Social Security, Insurance, Retirement
