Avrupa Birliği projelerinin Türkiye’deki yerel yönetimlerin birliğe entegrasyonuna etkisi : Kocaeli Büyükşehir Belediyesi örneği

Abstract

AB Fonları, Avrupa Birliği'ne üye ülkelerin ekonomik koşullar açısından bütünleşmesini sağlamayı ve birlik içinde yer alan bütün bölgelere gelişmeleri ve kalkınmaları için fırsat eşitliği vermeyi amaçlamaktadır. Bu durum, Birliğin çeşitli uygulamalarla zengin bölgelerin yoksul bölgeleri, ekonomik etkinlik ve güç bakımlarından, desteklemesi ile gerçekleşmektedir. AB'nin yerel yönetimlere yönelik fon politikasını kavrayabilmek için öncelikle Avrupa Birliği'nin kuruluşunun, genişleme politikasının ve yeni üye ve aday ülkelere, proje bazlı fon verme politikasının irdelenmesi gerekmektedir. Bu tezin amacı, AB'nin yerel yönetimlere vermiş olduğu fonları ve bu fonların hangi amaçlar ile verildiğini incelemek, AB Projelerinin ve AB Fonlarının entegrasyona katkılarını analiz etmektir. Türkiye'nin AB'ye entegrasyonunda mahalli idarelere de büyük sorumluluklar düşmektedir. Birlik, hem kendi mahalli idarelerini hem de aday ülke mahalli idarelerini ilgilendiren fonlar çıkarmaktadır. Aday ülke statüsündeki Türkiye de bu fonlardan azami yararlanmaktadır. Önemli bir tarihi geçmişi olan ve günümüzde Gayri Safi Yurtiçi Hasılaya en büyük katkı veren illerden olan Kocaeli, AB Projeleri hazırlama yoluyla AB Fonlarından faydalanmaya çalışmaktadır.Yapılan projelerle Kocaeli Büyükşehir Belediyesi, Birliğe üye ve aday devletlerin farklı kurumlarıyla proje ortaklıkları kurmakta ve bu ortaklar ile deneyim paylaşımında bulunmaktadır. EU Funds aim at the integration of the member countries in the context of economic conditions and providing equal opportunities to the each region of the member countries for improvement and development. Current state can be realized with support of rich regions with respect to the economical effectiveness and power to the poor regions through the several of applications. In this context, it is needed to address founding process, expansionary policy of EU and its funding policyfor the candidate and new members at first. The main aim of this thesis is to investigate the funds provided by EU to the local administrations, to express the purpose of the funding policy and to analyze the contribution of EU Projects and EU Funds for the integration. Also great responsibilities rely on the local administrations in Turkey's EU integration. Union, as well as their own local administrations raises funds for local authorities concerning the candidate countries. Turkey is also a candidate country in the maximum benefit from these funds. Kocaeli which has an important historical heritage and is one of the greatest contributors of the National Gross Product has been trying to gain profit from the EU Funds via different kind of EU Projects. Through the projects, Kocaeli Metropolitan Municipality gets into partnerships with the member countries or candidate countries' various organizations and has experience sharing with them.
