Belediyelerde Kurumsal etik kültürünün oluşmasında hizmet içi eğitimin rolü

Abstract

Etik eğitimleri, etik bir bilinç oluşturularak davranışa dönüştürülmede son derece önemlidir. Etik eğitiminin, etik dışı davranışların önlenmesindeki önemini, kamu çalışanlarının etik konusunu içselleştirmesindeki gerekliğini ve kurum kültürünün oluşmasına olan etkisini görmek için yapılan bu çalışma, etik farkındalık oluşturmada etik eğitiminin önemini, yapılan bir belediye değerlendirmesiyle görmeyi amaçlamaktadır. Çalışmanın yöntemi olarak, birinci bölümünde literatür taraması sonucunda etik ve etik eğitimi ve bunlarla ilişkili konular ele alınarak teorik kısım oluşturulmuştur. İkinci bölümde yine literatür taraması sonucunda Türkiye'deki etik yönetiminin ortaya çıkışına etki eden faktörler, Türkiye'deki etiğe ilişkin yasal çerçeve, etiğe ilişkin örgütsel yapı, kamu görevlileri etik kurulunun belirlediği etik davranış ilkeleri ve Türk kamu yönetiminde etik eğitimi konularına değinilecektir. Çalışmanın üçüncü bölümünde ise, Türkiye'de etik eğitimin, etik kültürünün oluşmasına olan katkısını ortaya koymak için İstanbul'un bir ilçe belediyesindeki kamu görevlileri ile yarı yapılandırılmış mülakat çalışması yapılmıştır. Yapılan araştırma sonucunda etik eğitimlerinin etik bilincin oluşmasına olan etkisi görülmüştür.

Ethics training is very important in creating an ethical consciousness and transforming it into behavior. This study, which aims to see the importance of ethics education in preventing unethical behaviors, the necessity of internalizing the ethical issues of public employees and the impact of the formation of corporate culture, aims to see the importance of ethics education in establishing an ethical awareness with an evaluation of a municipality. As a method of study, in the first part of the literature review, a theoretical part was formed by considering ethical and ethical education and related issues.The second part, again as a result of the literature in Turkey factors affecting the emergence of ethical management, Turkey's legal framework with regard to ethics, organizational structure of ethics, public officials ethical principles of ethical behavior as the board determines and will be referred to the ethical training of Turkish public administration. In the third part of the study, from Turkey to ethics training, in Istanbul to demonstrate its contribution to the formation of a culture of ethics by public officials in the municipal district studies were conducted semi-structured interviews. As a result of the research, the effect of ethics training on the formation of ethical awareness has been observed.
