Cumhuriyetten günümüze sosyal politikalardaki dönüşüm

Abstract

Sosyal Politika, devletin sosyo-ekonomik hak ve özgürlüklere dayalı, eğitim, sağlık, sosyal koruma ve istihdam gibi politikaları uygulayarak herkes için asgari düzeyde yaşam hakkını ve toplumsal barışı sağlamak için uyguladığı politikalardır. Çalışmanın ilk bölümünde sosyal politikalara ilişkin açıklamalara (tanım, hedef, türler, uygulama araçları ve sosyal hizmetler) yer verilmiş olup engellilere, yaşlılara, kadınlara, çocuklara, işsizliğe/genç işsizliğine, eğitim, sağlık ve bakım hizmetlerine yönelik sosyal politikalara değinilmiştir. Çalışmanın ikinci bölümünde Dünya'da ve Türkiye'de sosyal politikaların tarihsel gelişimi, tarihsel bir perspektifle ve zaman sıralamasına göre ele alınmıştır. Üçüncü ve son bölümde Cumhuriyet'ten günümüze sosyal politikalarda meydana gelen dönüşüm detaylıca ele alınmıştır. Bu bağlamda Yoksulluk, işsizlik ve genç işsizliği ile mücadele ve dönüşüm, bakıma yönelik hizmetler ve engellilik üzerine sosyal politikaların dönüşümü ve güncel durum, kadınlara, yaşlılara ve çocuklara yönelik sosyal politikalardaki dönüşüm, eğitim, kültür, ve sağlık politikalarında meydana gelen dönüşüm, yerel yönetimlerde sosyal politika dönüşümü, sosyal politikaların dönüşümünde bilişim teknolojileri ve Türkiye'de sosyal politika alanında temel sorunlar başlıkları ile irdelenmiştir. Bu bağlamda bu politikalar doğup geliştikleri koşullar bakımından ele alınmış olup tarihsel, ekonomik ve siyasal süreçlerinde değerlendirilmiştir. Cumhuriyetin kuruluşundan günümüze dek süregelen sosyal politikalardaki dönüşümün toplumsal yaşama olan etkisinin nasıl gerçekleştiğini ve mevcut durumun ne olduğunu ortaya koymayı amaçlayan bu çalışmada yöntem olarak literatür taraması kullanılmıştır. Çalışma aynı zamanda kendinden sonra gelecek olan araştırmalara referans oluşturarak fikir vermeyi de hedeflemiştir. Araştırmanın sonucunda sosyal politikaların değişimi ile sosyal hayatın olumlu yönde etkilendiği, özellikle eğitim, sağlık ve sosyal yardımlarda önemli mesafelerin kat edildiği görülmüştür. Dezavanjlı grupların istihdamına yönelik yapılan düzenlemelerin olumlu sonuçlar vermesine rağmen beklentilerin altında kaldığı ve özellikle engellilerin ve kadınların çalışma yaşamına katılımındaki artışın yetersiz olduğu görülmüştür. Yerel yönetimlerin sosyal politikanın uygulanmasında giderek önem kazanması ve hemen her alanda önemli hizmetler sunmasıyla beraber sosyal politika uygulamalarında siyasi rantın ve keyfi uygulamaların oluşmasını engelleyecek önlemlerin sıkılaştırılması gerektiği sonucuna varılmıştır. Sosyal politika uygulamalarında devletin eşit, dayanışmacı ve korumacı bir anlayış yaratarak homojen bir yapı sağlaması gerekliliği önemini korumaktadır.

Social Policy is the policies implemented by the state to ensure the minimum right to life and social peace for all by implementing policies such as education, health, social protection and employment based on socio-economic rights and freedoms. In the first part of the study, explanations about social policies (definition, target, types, implementation tools and social services) are given and social policies for the disabled, the elderly, women, children, unemployment / youth unemployment, education, health and care services are mentioned. Historical development of social policy in the world and Turkey is discussed in the second part of the study, compared to a historical perspective and time rankings. In the third and last part, transformation of social policies from Republic to present day is discussed in detail. In this context, the struggle and transformation against poverty, unemployment and youth unemployment, the transformation of social policies on care services and disability and the current situation, the transformation of social policies towards women, the elderly and children, the transformation in education, culture and health policies, social policy transformation, information technology was discussed with the conversion of the core issues of social policy and social policy headings in Turkey. In this context, these policies were discussed in terms of the conditions in which they were born and developed and evaluated in their historical, economic and political processes. Literature research was used as a method in this study which aims to reveal how the effect of the transformation in social policies that have been going on since the foundation of the republic to the present day is realized and what is the current situation. The study also aims to provide ideas by referring to future research. As a result of the research, it has been observed that social life has been affected positively by the change of social policies and significant progress has been made especially in education, health and social assistance. Despite the positive results of the regulations on the employment of de-cave groups, it remained below expectations and the increase in participation of disabled people and women in working life was insufficient. With the increasing importance of local administrations in the implementation of social policy and providing important services in almost all areas, it was concluded that the measures that would prevent the formation of political rent and arbitrary practices in social policy applications should be tightened. In social policy implementations, the necessity of providing a homogenous structure by creating an equal, solidarity and protectionist understanding remains important.
