Amerika Birleşik Devletleri müdahalesi sonrasında Afganistan’da yerel yönetimlerin örgütlenmesi ve işeyişi

Abstract

Bu çalışma ile Afganistan'daki yerel yönetimlerin yapısının analiz edilmesi amaçlanmıştır. Afganistan'da yerel yönetim kuruluşları olarak il, ilçe, belediye ve köyler bulunmaktadır. Ülke tarihine baktığımızda bu sürecin uzun zaman süregelen savaşlar neticesinde oluştuğunu görmekteyiz. 19 yıl önce ABD Afganistan'a, yaşanan terör saldırıları neticesinde askeri müdahalede bulunmuştur. ABD müdahalesiyle radikal yönetimlerin yerine yeni bir sistem kurulmuştur. Bu sistemin daha verimli ve demokrasiye yakın olması için ABD ve Afganistan'a yardımda bulunan diğer ülkeler farklı yöntemleri kullanıp yeni kurumlar kurdular. Yeni kurulan kurumlardan birisi ise Bağımsız Yerel Yönetim Müdürlüğüdür. Bu kurum Türkiye gibi yerel yönetimleri sağlam temele dayalı ülkelerde bulunmayan bir kurumdur. Dolayısıyla çalışmamızda özellikle Bağımsız Yerel Yönetim Müdürlüğü ve çalışma alanları üzerinde incelemelerde bulunulmuştur. Bu kurum halk ile yönetim arasında iletişim sağlaması ve bağları güçlendirmesi açısından çok önemli bir kurumdur. Bu çalışma ile de 19 yıllık süreçte bu yeni oluşturulan yönetim şekillerinin ve kurumların ülke gelişimine katkıları, olumlu ve olumsuz değişikliklerin incelenmesi amaçlanmıştır.

This study aims to analyze the structure of local governments in Afghanistan. There are provinces, districts, municipalities and villages as local government organizations in Afghanistan. When we look at the history of the country, we see that this process is the result of long wars. 19 years ago, the US made a military intervention as a result of terrorist attacks on Afghanistan. With the US intervention, a new system is replaced by radical governments. To make this system more productive and close to democracy, other countries that helped the US and Afghanistan use different methods and set up new institutions. One of the newly established institutions is the Independent Local Administration Directorate. This institution is an institution such as Turkey, local governments are not based on solid foundation in the country. Therefore, in our study, especially the Independent Local Management Directorate and the study areas were examined. The institution is an important institution in terms of providing communication and strengthening of ties between the public and the management. With this study, it is aimed to examine the contributions of these newly created forms of management and institutions to the development of the country in 19 years, positive and negative changes.
