Yerel yönetim bağlamında dil politikaları ve çeviri faaliyetleri: Kocaeli Büyükşehir Belediyesi örneği = Language policies and translation activities in the context of local government: The case of Kocaeli Metropolitan Municipality

Abstract

Günümüzde, küresel çeşitlilik ve çok-dillilik, yerel yönetimlere daha geniş bir toplulukla etkileşimde bulunma fırsatı sunmaktadır. Bu bağlamda yerel yönetimlerin benimsediği dil politikaları ve çeviri stratejileri, çeşitli toplumlara daha etkili hizmet sunma konusunda önemli bir araç haline gelmiştir. Bu araştırmada, Kocaeli Büyükşehir Belediyesi örneği özelinde yerel yönetimlerdeki çeviri faaliyetlerinin mevcut durumu incelenmiştir. Araştırma kapsamında, yerel yönetimlerdeki dil hizmetlerinin yönetimi, kullanılan çeviri araçları, çeviri alanları ve çeviri kalitesinin değerlendirilmesi gibi temel unsurlar ele alınmıştır. Araştırma aynı zamanda gelişen teknoloji ile yerel yönetimlerin bu teknolojik gelişmeleri nasıl benimsediği, çeviri süreçlerindeki etkileri ve çeviri teknolojilerinin dil hizmetlerindeki rolünü ortaya çıkarmıştır. Dil hizmetlerinin çeşitliliği, çeviri teknolojilerinin kullanımı ve çeviri kalitesi gibi faktörler göz önünde bulundurularak yerel yönetimlerin bu alandaki zorlukları nasıl aştığı ve nasıl başarılı uygulamalar gerçekleştirdiği analiz edilmiştir. Sonuç olarak, Kocaeli Büyükşehir Belediyesinde çeviri faaliyetlerinin yeterli olduğu fakat bazı alanlarda iyileştirmeye ve gelecekteki planlamalara açık olduğu tespit edilmiştir.

Today, global diversity and multilingualism offer local governments the opportunity to interact with a wider community. In this context, language policies and translation strategies adopted by local governments have become an important tool to provide more effective services to diverse communities. In this study, the current state of translation activities in local governments is examined in the case of Kocaeli Metropolitan Municipality. Within the scope of the research, basic elements such as the management of language services in local governments, the translation tools used, translation fields and the evaluation of translation quality are discussed. The research also reveals how local governments adopt these technological developments, their impact on translation processes and the role of translation technologies in language services. Taking into account factors such as the diversity of language services, the use of translation technologies and translation quality, the study analyzed how local governments overcome challenges and implement successful practices in this field. As a result, it was found that translation activities in Kocaeli Metropolitan Municipality are adequate, but there is room for improvement and future planning in some areas.
