Covid-19 Pandemisinde Yaşanan Aile Sorunlarının Çözümünde Sosyal Hizmetin Etkisi (Yemen Örneği) = The Effect of Social Work on the Solution of Family Problems in the Covid-19 Pandemic (Yemen Example)

Abstract

Özet, Bu çalışmada; Yemen'de Covid-19 pandemisinde yaşanan aile sorunlarının çözümünde sosyal hizmetin etkisini tespit etmek amaçlanmıştır. Bunun için araştırma, çalışmanın amaçlarını temsil eden altı ana bölüme ayrılmıştır. Birinci bölüm ortaya çıkan Covid-19 doğasının tespitini ele almaktadır. İkinci bölüm Covid-19 sırasında sosyal hizmetin rolüne ve sosyal hizmetin karşılaştığı sorunlara değinilmiştir. Üçüncü bölüm ise önceki araştırmalardan en önemli çalışmaların sunulmasına ayrılmıştır. Dördüncü bölüm araştırmanın yöntemi yer almaktadır. Beşinci bölüm tüm anket sorularının tanımlayıcı istatistikleri içermektedir. Son bölüm tartışma kısmı ve en önemli önerilerin sunumuna ayrılmıştır. Araştırmanın problem ve amacına uygun olarak, genel tarama modelini kullanarak betimsel yaklaşım tercih edilmiştir. Bu kapsamda 2022 Haziran ayı ile 2022 Temmuz ayı içerisinde online ulaşım sistemi tarafından veriler toplanmış olup veri toplama aracı olarak anket kullanılmıştır. 216 birey cevapladığı anket verileri SPSS programında işlenmiş ve araştırma sorularına uygun şekilde frekans analizi, ortalama ve yüzde dağılımları teknikleri uygulanmış, tabloları oluşturulmuştur. Alan araştırmasının sonucunda, Covid-19 pandemisi sürecinde sosyal hizmetin her türlü aile sorununun (sosyal- ekonomik- psikolojik) çözümünde oynadığı rolün genel olarak ortalama düzeyde olan birtakım sonuçlarına ulaşıldı ve bu da sosyal hizmetin doğru bir şekilde etkinleştirilmesi gerektiğini göstermektedir. Çalışmada genel olarak sosyal hizmetin toplumsal bilincin ve özelde aile ile olan rolünün gerekliliği önerilmiştir, toplumdaki hassas gruplara ve yüksek risk altında olanlara (düşük gelirli, engelli, yaşlı, kayıt dışı sektörlerde çalışanlar vs.) daha fazla odaklanarak, toplumun tüm kesimleri için sosyal koruma sistemlerinin güçlendirilmesini tavsiye edilmektedir. Ailenin birliğini, güvenliğini ve istikrarını etkileyebilecek krizlerden, beklentilere yönelik aile gerçeğini izlemeyi, geleceği öngörmeyi ve acil durum planlarını yürütme programları ve uygun çözümleri geliştirmeyi amaçlayan aile sorunları için ulusal bir gözlemevi kurulması ve idari olarak Sosyal İşler Konseyi ile bağlantılı olmasını önermektedir.

Abstract, This study aims to determine the impact of social work in solving family problems resulting from Covid-19, for that the research was divided into six main parts that represent the objectives of the study. Where the first part illustrates the nature of Covid-19. And the second part illustrates the role of social work during Covid-19 and the issues the social workers confront. The third was devoted to presenting the most important previous studies related to the research. The fourth chapter includes the method of the research. Fifth section contains descriptive statistics of all survey questions. The last part is devoted to the discussion section and the presentation of the most important recommendations. In this context, data were collected by the online method in June 2022 and July 2022, and a questionnaire was used as a data collection tool. The questionnaire data answered by 216 people were processed in the SPSS program and Frequency Analysis, average, and percentage distribution techniques were applied by the research questions, and tables were created. A set of results, including that the role of social work in solving various kinds of family problems (social- economic- psychological) during the Covid-19 pandemic came in general at an average level, and this indicates the need to properly activate social service and the need to activate social responsibilities and solidarity among all community institutions. In the study, the necessity of social awareness of social work in general and its role with the family, in particular, was suggested, focusing more on vulnerable groups in society and those at high risk (low income, disabled, elderly, private sector workers, etc.), social protection systems for all segments of society were suggested. It proposes establishing a national observatory for family problems and administratively linked to the Social Affairs Council, which aims to monitor the family reality for expectations from crises that may affect the unity, security and stability of the family, to predict the future, and develop programs and appropriate solutions for implementing emergency plans.
