Stratejik Yönetim Tabanlı Zeki Kurumsal Performans Değerlendirme

Abstract

Dünyanın globalleşmesiyle ülkeler arasındaki ticari sınırlar ortadan kalkmıştır. Bu durumun neden olduğu tüm dünyanın tek pazar haline gelmesi, bilgi akışının giderek hızlanması, mevcut teknolojik gelişmelerin yerini sürekli yeni teknolojik gelişmelerin alması vb. birçok gelişmeyle birlikte işletmeler arasındaki rekabet giderek şiddetlenmektedir. Bu acımasız rekabet ortamında işletmelerin öncelikle varlıklarını devam ettirebilmeleri ve sürdürülebilir rekabet avantajı elde edebilmeleri için performanslarını sürekli olarak değerlendirmeleri büyük önem arzetmektedir. Konunun mevcut önemine binaen bu çalışmada kurumsal performansın değerlendirilmesi için literatürdeki mevcut modellerin eksikliklerini gidermeyi hedefleyen ve kurumsal performans değerlendirmesi için stratejik yönetimle entegre bir prosedür takip eden genel, dinamik ve yeni bir model geliştirilmesi amaçlanmıştır. Bu çalışma, 4 ana aşamadan meydana gelmektedir; İlk aşamada Sistematik Literatür İnceleme Protokolü ve geleneksel literatür tarama yöntemi kullanılarak kurumsal performans göstergeleri veritabanı oluşturulmuştur. İkinci aşamada her işletmenin kendisine özel kurumsal performans göstergelerinin belirlenebilmesi amacıyla stratejik yönetim prosedürünü takip eden bir algoritma geliştirilmiş, üçüncü aşamada ikinci aşamada belirlenen kurumsal performans göstergelerinin ağırlıklarını tespit eden bir algoritma geliştirilmiş ve son aşamada ise Lineer Bütünleştirme ve Bulanık Mantık yöntemleri kullanılarak kurumsal performans değeri hesaplanmıştır. Geliştirilen model, kurumsal performans değerlendirme sürecini içinde barındıran stratejik yönetim sürecinin prosedürünü takip etmesi, her işletmeye özel performans göstergelerini seçerek değerlendirme yapması, imalat ve hizmet sektörlerine ait toplamda 27 alt sektöre mensup işletmenin performansının değerlendirilebileceği genel bir model olması gibi nedenlerden dolayı yenilikçidir. Çalışmada geliştirilen modelin uygulaması için ele alınan imalat ve hizmet işletmelerinin performansı yapılan analizler sonucunda sırasıyla 0,62 ve 0,64 üyelik dereceleriyle düşük olarak belirlenmiştir.

With the globalization of the world, commercial borders between countries have disappeared. Associated with many developments which are caused by this situation, such as becoming a single market of the whole world, gradually accelerating the flow of information and replacing the current technological developments by new technological developments, competition among businesses is getting more and more severe. In this brutal competitive environment, it is of great importance that businesses constantly evaluate their performance so that they can continue their existence firstly and gain sustainable competitive advantage. Based on the current importance of the subject, in this study, it is aimed to develop a general, dynamic and new model which aims to eliminate the deficiencies of existing models in the literature and follows a procedure integrated with strategic management. This study consists of 4 main stages; at the first stage, a database of organizational performance indicators was created using the Systematic Literature Review Protocol and traditional literature scanning method. In the second stage, an algorithm following the strategic management procedure was developed in order to determine the organizational performance indicators specific to each enterprise, and in the third stage, an algorithm that determined the weights of the organizational performance indicators determined in the second stage was developed, and in the last stage, the organizational performance value was calculated using the Linear Aggregation and the Fuzzy Logic methods. Due to the reasons such as following the procedure of the strategic management process which involves the organizational performance evaluation process, evaluating each business by selecting performance indicators which are specific to it, being a general model that the performances of the enterprises in 27 sub-sectors belonging to the manufacturing and service sectors can be evaluated, the developed model is innovative. The performances of the manufacturing and service enterprises considered for the application of the model developed in the study were determined to be low with 0,62 and 0,64 membership degrees, respectively, as a result of the analyses.
