Tedarik zinciri yönetimi ve Jandarma Genel Komutanlığı’nda uygulanabilirliği

Abstract

ÖZET Anahtar Kelimeler: Tedarik Zinciri Yönetimi( TZY), Lojistik, Jandarma Genel Komutanlığa J. Gn. K. lığı) TZY, hızla gelişen teknolojinin bugün geldiği noktada, son zamanlarda adından sıkça söz ettiren ve önemi gittikçe artan lojistikle buluştuğu, bütünleşik bir lojistik yönetim sistemi olarak tanımlanabilir. Stok seviyesini minimum seviyede tutarak ürünün birim maliyetini azaltan ve tedarik süresini kısaltan TZY' nin, global rekabet ortamında ayakta kalmaya çalışan firmalar tarafından uygulanması kaçınılmazdır. Genel bir güvenlik ve kolluk kuvveti olan J. Gn. K. lığı' nda, görevdeki başarıyı doğrudan etkileyen lojistik destek sisteminin en önemli parçası tedarik sürecidir. Bu çalışmayla Tedarik Zinciri Yönetim sisteminin Jandarma Genel Komutanlığı bünyesinde gerçekleşen lojistik faaliyetlerde uygulanabilir olup olmadığı; uygulanabilir olduğu takdirde nasıl bir modelin ortaya çıkabileceği; bu modelin fayda ve mahzurlarının neler olabileceğinin belirlenmesi amaçlanmış ve bu kapsamda örnek bir model oluşturulmuştur. TZY sistemi, yapılan literatür çalışmasıyla incelenmiş ve bu sistemi uygulayan Arçelik firması lojistik birim yöneticileriyle sistemin uygulama esasları konusunda görüşmeler yapılmıştır. Benzer şekilde J. Gn. K.lığı'nın izni alınarak Jandarma Lojistik Başkanlığı ( J. Loj. Bşk. Lığı), Jandarma Lojistik Komutanlığı ve Jandarma Lojistik Komutanlığı' na bağlı olarak faaliyet gösteren İstanbul'da konuşlu Jandarma İkmal Merkezi Komutanlığında görüşme ve incelemelerde bulunulmuş; Jandarma Genel Komutanlığının satın alma sistemini belirleyen 4734 Sayılı Kamu İhale Kanunu ve 4735 Sayılı Kamu İhale Sözleşmeleri Kanunu uygulama esasları incelenmiştir. Yapılan araştırma ve incelemeler sonucunda, 4734 Sayılı Kamu İhale Kanunun belirlediği esaslar çerçevesinde, Tedarik Zinciri Yönetim sisteminin Jandarma Genel Komutanlığı'nda uygulanmasının mümkün olmadığı tespit edilmiştir. Gerekli yasal düzenlemelerin yapılması ve sistemin öngördüğü teşkilat yapısının oluşturulması durumunda, TZY' nin Jandarma Genel Komutanlığı lojistik faaliyetlerinde uygulanabileceği; sivil sektöre ve Jandarma Genel Komutanlığı'nda uygulanan mevcut tedarik sistemine oranla daha başarılı sonuçlar elde edilmesinin mümkün olacağı değerlendirilmektedir. SUPPLY CHAIN MANAGEMENT AND THE USABILTY OF SUPPLY CHAIN MANAGEMENT IN GENDARMERIE GENERAL COMMAND SUMMARY Key Words: Supply Chain Management^ SCM), Logistic, Gendarmerie General Command (G. Gn. C. ) SCM can be described as integrated logistic management system that, logistics commonly spoken recently and becoming more important, meets with technology at the point that it has come today. SCM, reducing the unit cost by keeping storage toll at the minimum level and being able to respond to customer demands at the maximum level by shortening supply time, is inevitable to be applied for the companies that are struggling to stand at global rivalry enviroment. G. Gn. C., a general security force, supply process is the most important part of logistic supply system that affects succes directly when accomplishing missions.With this study whether the model can be applied at logistical activities of G. Gn. C. or not. If it can its aimed to determine how a model will appear and what will be the pros and cons of this model and in this scope an example model has been devoleped. SCM system has been inspected by literature study and an interview has been done about the application principles of the system with Arcelik Company' s competent autories, that applies this system. In the same way, with the permission of G. Gn. C, interwiew and inspectations has been done at Gendermerie Logistic Command(G. Log. C.) and Gendermerie Supply Center Command, located in Istanbul working under the command of Gendermerie Logistic Command. In addition 4734 and 4735 numbered Public Auction Legistalion's application principles, that determines the purchasing process of G. Gn. C., has been inspected. The principles that are determined by 4734 numbered Public auction Legislation do not permit SCM in the G. Gn. C. to be applied. In case needed legislative arrangements be done and organization structure, envisioned by the system, be formed; it is evoluated that more succesful results will be gained by SCM when compared with present supply system in the civil sector and G.
