Deprem yönetmelikleri ve deprem yönetmeliklerinin genel olarak karşılaştırılması

Abstract

ÖZET Anahtar Kelimeler: Deprem, Deprem Yönetmeliği Deprem Yönetmelikleri, yetkili resmi kuruluşlarca düzenlenmiş yasal dokümanlardır. Deprem Yönetmelikleri güvenli fonksiyonel yapıların oluşturulmasında gerekli asgari koşullan belirlerler. Deprem Yönetmelikleri'nin bir diğer amacıda, yapı güvenliği ve kullanılabilirliğini ekonomik sınırlar içinde sağlamaktır. Deprem Yönetmelikleri yapılırken başlıca üç kaynaktan yararlanılır. (a) Deneysel ve teorik araştırma sonuçları (b) Uygulamada edinilen deneyimler (c) Uluslar arası ve diğer ulusal yönetmelikler Ülkemiz Deprem Yönetmeliği, önemli ölçüde ABD de geliştirilen yönetmeliklerin etkisi altında kalınarak hazırlanmıştır. Fakat her ülkenin ; ekonomik yapısı, yapım teknolojisi, maruz kaldığı veya kalacağı deprem tehlikesi, deprem kayıtlarının yeterlik düzeyi, bölgelere göre beklenen deprem şiddeti istatistikleri, zemin durumu v.s. gibi etkenler birbirinden çok farklı olduğundan her ülkenin yönetmeliği farklıdır. Bu çalışmada 1998-1975 ve 1975-1968 Deprem Yönetmelikleri genel olarak karşılaştırıldı ve değerlendirildi. Ek' inde ise sırasıyla; 1968, 1961, 1953, 1949, 1942, 1940 Deprem Yönetmelikleri orijinal halleriyle verildi. Yönetmelik hükümleri basit ve kolay anlaşılır olmasının yanı sıra uygulanabilir olmalıdır. Deprem Yönetmelikleri hazırlanırken, ülkenin teknolojik düzeyini, sosyal ve ekonomik koşullarını göz önünde bulundurmak zorunludur. xii

EARTQUAKE REGULATIONS AND GENERAL COMPARISON OF EARTHQUAKE REGULATIONS SUMMARY Keywords: Earthquake, Earthquake Regulation. Earthquake Regulations, are legal documents, arranged by authorized official institutes, Earthquake Regulations, indicate the necessary minimum conditions, in forming reliable functional buildings. Another purpose of Earthquake regulations, is to provide the reliability and usableness of buildings within economical limits. While arranging earthquake regulations, advantage is taken primarily of three sources. (a) Results of experimental and theoric researches (b) Experiences obtained during application (c) International and other national regulations. The Earthquake Regulation of our country, has been prepared, being under the effect of the regulations, developed in the USA significantly. However, as factors such as the economical structure, construction technology, earthquake severity statistics expected according to regions, earth position etc. of each country are so different from each other, the regulation of each country is different. In this study, 1998 - 1975 and 1975 -1968 Earthquake Regulations are compared and evaluated generally. At the annex, Earthquake Regulations of 1968, 1961, 1953, 1949, 1942, 1940 respectively are given in their original forms. The provisions of Regulations should be simple and easy to understand as well as they should be applicable. While preparing earthquake regulations, it is obligatory to take into account the technological level, social and economical conditions of the country. XIll
