Polis memuru adaylarının mesleki sosyalleşme sorunu (İngiltere ve Türkiye örneği)

Abstract

Polisin seçimi ve polisliğe alınma, polis temel eğitimi, mesleki sosyalleşme, polis memuru adayı, bölge polis okulu, danışman polis memuru, polis temel eğitimcisi. Bu çalışmada İngiltere ve Türkiye'de, polisinin seçiminin ve temel eğitiminin polis memuru adaylarının mesleki sosyalleşmesine etkisi incelenmiştir. Bu çalışmanın amacı polisin seçimi ve temel eğitiminde, polis memuru adaylarının polis teşkilatının olgun bir üyesi olabilmesindeki sosyalleşme süreci incelenmiştir. Bu çalışmada veriler İngiltere'de (Birmingham, Essex, Norwich and Ryton) ve Türkiye'de (Ankara, İzmir, Kayseri, Aksaray, Trabzon, Gaziantep, Diyarbakır ve Yozgat) illerindeki polis teşkilatlarından ve polis okullarından toplanmıştır. Bu çalışmada teorik ve sayısal veri toplama metodu kullanılmıştır. Teorik veri toplamada, kitaplar, makaleler, resmi dokümanlar ve tezler kullanılmıştır. Sayısal veri toplamada, anket, gözlem ve mülakat metotları kullanılmıştır. Bu araştırmada İngiltere'de, 180 ve Türkiye'de 539 bay ve bayan katılmıştır. Bu araştırmada veriler ki-kare ve oransal metot ile analiz edilmiştir. Polis teşkilatlan için, polisin seçimi ve temel eğitimi, polis memuru adaylarının meslekle ilgili ilk tecrübeleri kazandıkları, kendinden kıdemli meslektaşları ile ilk temas kurdukları, meslekle ilgili rollerini ilk öğrendikleri yer polis temel eğitim dönemidir. Bunun için, bu dönem polis memuru adaylarının mesleki sosyalleşmesinde önemli bir yer tutmaktadır. Polis memuru adaylarının, mesleki sosyalleşme sürecinde gerçek polislik mesleki değer yargılarının daha iyi anlaşılması, mesleki adaptasyonun sağlanmasında polis eğitim programlarının, polis yönetiminin ve eğitimcilerin önemli rolü vardır. Bu programların İngiltere ve Türkiye'deki polis teşkilatlarının 21. Yüzyıl polisliğine uygulanabilmesinde, polis yöneticilerine ve eğiticilerin performansına bağlıdır. Bu çalışmanın, İngiltere'de polis eğitiminin iyileştirmesi ve polis üniversitesinin kurularak akademik seviyede polis eğitiminin verilmesi tartışmalarının yapıldığı ve Türkiye polis temel eğitiminin dokuz aydan iki yıla çıkarılması dönemine rastlaması iki ülke içinde polis temel eğitiminde mesleki sosyalleşme açısından akademik katkı olacağı düşünülmektedir.

OCCUPATIONAL SOCIALIZATION PROBLEM OF PROBATIONER POLICE OFFICERS (THE CASE STUDY OF ENGLAND AND TURKEY) Key Words: Police selection and recruitment, probationer police training, occupational socialization, probationer police officers, police district training centre, tutor constable, probationer police trainer. The study was designed to examine the impact of the police selection and probationer police training on the socialization of the probationer police officers in England and Turkey. The purpose of this study is to examine the process of socializations that police recruits undergo during selection and probationer training on their way to full-fledge membership in a police department. Data collection for this study was done in England (Birmingham, Essex, Norwich and Ryton) and Turkey (Ankara, İzmir, Kayseri, Aksaray, Trabzon, Gaziantep, Diyarbakır and Yozgat) police departments and district training centre. For data collection for this research, qualitative and quantitative methods were used. The qualitative data accrued from books, articles, official reports and essays. The quantitative data included questionnaires, non-participant observation and interviewing. A sample of this research is 180 male and female in England and 539 male and female in Turkey. For data analysis for this research, the used rating exercises and chi- square methods were used. Within police departments, the police selection process and the police probationer training period are one place where considerable socialisation of recruits may take place. It is generally the first experience the probationer police officer has with prolonged contact with police peer and superior role-models, and its where he/she is first exposed to a formalized indoctrination process. Therefore this period has very important impact on the socialization of new police officers. By tapping the intrinsic values of the recruit candidate through the occupational socialization process; by better understanding the pre-conceive and altered orientations of recruits, and by examining the profiles of recruits, police administrators and trainers can better perceive that mutual interests exists for recruitment, training and retention program. Their performance in the supervisory and command ranks will transform 21st Century policing into an organization in England and Turkish police forces. XVIII
