Tanzimat Döneminde muhalefet düşüncesi ve Yeni Osmanlılar

Abstract

Tanzimat döneminde, Gülhane Ham Humayunu'nun ilanıyla birlikte batılılaşma yönünde bir değişim egemen olmuş; bu değişim, geleneksel değer ve kurumların yanında batılı kurumların gelişmesine ortam hazırlayarak, toplumsal ve siyasal hayatı sarsmıştır. Bu gelişme, kendi içinde destek ve tepkilerin oluşmasına zemin hazırlamıştır. Tepkiler arasında, entellektüel yönü ağır basan ve örgütlü ilk muhalefet hareketi olarak nitelendirilen Yeni Osmanlılar hareketi önde gelmektedir. Söz konusu hareket, başlangıç itibariyle düzen dışı bir niteliğe sahip olmasına rağmen, zaman içinde düzen içi muhalefet düşüncesinin yerleşmesine kaynaklık etmiştir. Meşrutiyet, cumhuriyet ve demokrasi gibi kurumların, düşünsel temelleri de bu hareketle birlikte ifadelendirilmeye ve düşünülmeye başlanılmıştır. Yeni Osmanlılar, ilk entellektüel ve örgütlü siyasal muhalefet hareketi olması ve daha sonraki dönemlere önemli esin kaynağı olarak görülmesi nedeniyle yakın tarihimize ışık tutan unsurlur arasında yer almaktadır. Bu nedenle, gerek Tanzimat dönemi ve gerekse Yeni Osmanlılar, kapsamlı bir incelemenin konusu olmuştur. Bu tez çalışmasında, Osmanlı siyasal hayatında bir dönüm noktası olan Tanzimat Dönemi'nde muhalefet düşüncesi ve bu bağlamda Yeni Osmanlılar'ın yaptıkları muhalefet incelenmeye çalışılmıştır. Yeni Osmanlılar, padişahın şahsına karşı genelde ılımlı bir politika izlerlerken, Babıali'ye ve onun uygulamalarına yönelik düşünsel düzeyde radikal düzeye varan önemli etkinlikler yürütmüşlerdir. Bunları yaparlarken, dergi ve gazete gibi modern iletişim araçları kullanmaları muhalefet güçlerini artırmıştır.

In this thesis, it is tried to explore on the one hand political opposition of The Young Ottomans, against Tanzimat which is a turning point in Ottoman political life, and, on the other hand to investigate the sources pertaining to the conceptions of political opposition, Tanzimat, Islamism and The Young Ottomans in establishing theoretical foundation of the thesis. In dealing with especially opposition of The Young Ottomans, investigation of the journels published by The Young Ottomans has gained weighty. By examining the journels the question of how the opposition made against whom and what subjects by The Young Ottomans has been elucidated. In the period of Tanzimat, together wiht proclaiming of Hatt-i Hümayun, a change prevailed in direction of westernization. The process begining wiht proclaiming of Islahat Fermanı, given rise to a serious change in Ottoman society in spite of dominant traditional values. Against the change begining, reactions rose from many various sides of the society. One of them, an organized movement and whose thinking aspect weighs heavily, made an impression among the rest This movement structured within The Association of Young Ottomans which was established by some youngs. Within the Association, the intellectuals who have Islamic ideas were vanguards. Because the tradition of established opposition was nonexistent opposition movement initiatied, against Tanzimat elite come to mean a new formation. Thus, the VImovement which is a serious development from angle of Ottoman political life bears considerably impertance. The Young Ottomans as a whole have made opposition severely against Tanzimat governments and pashas. But the ways of attitudes in which their opposition against Sultan or sultanate differentiated Those who have radical thinking have objected sultan's personality and authority, while the other moderate group haven't aimend at criticing either Sultan or his authority. Nevertheless in radical group two wings have come into being. One of them has eventhough it hasn't attacked Ottoman dynasty and sultans, aimend at criticing them. The other wing, aimend at Ottoman dynasty and sultan personality even by giving his name. vn
