ÖZET Genel kabule göre din, insanın varlığı ile özdeş bir kurumdur. Devlet de ilk zamanlardan beri hep varolmuştur. Din-devlet ilişkileri ilk toplumlardan modern zamanlara kadar kesintisiz olarak devam eden bir süreçtir. Bu itibarla din-devlet ilişkileri geniş bir zenginliğe sahiptir. Türkiye Cumhuriyeti tarihinde de din-devlet ilişkileri, her zaman güncelliğini korumuştur. Cumhuriyetin ilk yıllarından itibaren yeni bir şekle giren bu ilişkilerin; topluma müspet ya da menfi yansımaları olmuştur. 1920-1960 dönemi bu tecrübelerle doludur. Bu dönem, Türkiye'de din-devlet ilişkilerinin kurumsallaştığı bir süreci ifade etmektedir. Ayrıca daha sonraki dönemlerin referans noktasını da oluşturmaktadır. Söz konusu dönemdeki din-devlet ilişkilerini yönetici seçkinler açısından incelenmesi tezimizin amacıdır. Bu temel gayeyi mümkün olduğunca geniş bir zaviyeden görebilmek için, Doğu ve Batı'daki din-devlet ilişkisi anlayışlarına da yer verdik. İncelememizde olaylar arasında bütünlüğü sağlamak için tarihi gelişim sürecini takip ettik. Fakat yatay bir tarihsel araştırma durumuna düşmemeye de özen gösterdik. Sosyolojinin tasvir ve kıyas gibi temel metotları bizim ana yöntemimiz oldu. Tarihsel veriler belirli bir kalıptan ziyade, bir çok din-devlet ilişkileri modellerini karşımıza çıkarmaktadır. Her toplum ve din, bir takım temel değerler etrafında, bu dengeyi kendi şartlarına göre oluşturmak durumundadır. Türkiye Cumhuriyeti Devleti'nin kuruluş yıllarında bu anlayış hakim olmuş ve yeni devlet bu denge üzerine bina edilmiştir. Fakat yönetici seçkinler arasındaki ihtilaflar, bazı kışkırtıcı olaylar bu yapıda kırılmalara sebep olmuştur. 1935'lerden sonra bir onarım süreci başlamıştır. Çok partili sistem bir taraftan bu sürece hız verirken diğer yandan yönetici seçkinler arası fanatizmin etkileri ise olumsuz olmuştur. vııı
SUMMARY Relationships Between Religion and State in Turkey and the impact of Elite on this Process. State, religion, model, primitive, modern, societies, institution, theory, elite, change, multiparty, fanaticism. Generally speaking, religion begins with the existence of human being in history. The state also came into existence since the early history of mankind. The relationship between religion and state is an uninterrupted process from the primitive society to modern societies. So, there is a different kinds of models between religion and state. The relationship between religion and state became one of the most significant issues since the establishment of the Republican Turkey. It is observed that there is some negative and positive reflections of this relationship in social life in the early Republican history. For instance the period of 1920-1960 provides a plenty of experiences and examples. At the same time, this era is a starting point for the emergence of the institutionalization of relationship between religion and state. The aim of our thesis is to analyse the relationships between religion and state from elite of view in this period. For this reason, the analysis of this period in term of sociological perspective is selected as a thesis topic. In order to provide a background for discussion theories concerning between religion and state in the West and the East. Methodological point of view we employed the methods of the chronological, sociological description and comparison in this study. In terms of the historical experience, every society creates its own model abut the relationship between religion and state. This conviction is valid for the early Turkish Republican history. However, political disagreement among elite and some provocative events and the emergence of the new elite have caused to change from this directions. After the mid of the 1935 s the process of restoration has started. Although the experience of the multiparty has accelerated this process in line with positive direction. Fanaticism among elite has made a negative impact. IX
