Türkiye'de devlet üniversiteleri yöneticilerine göre stratejik planlamanın uygulanabilirliği

Abstract

Bu çalışmada Türkiye'deki devlet üniversitelerinde uygulanmaya başlanan, stratejik planlamanın mevcut mali-siyasi yapı altında bir fayda sağlayıp sağlamayacağının üniversitelerdeki yöneticilerin değerlendirmeleri esasında tespiti amaçlanmıştır. Bunun için;1. Stratejik planların özelliklerinin literatürle uyumluluğunun tesbiti,2. Stratejik planlama sürecinin nasıl yapıldığı,3. Stratejik planlamanın üniversitelerinde uygulanabilirliğinin üniversitedeki yöneticilerin görüşleri doğrultusunda benimsenme durumu incelenmiştir.Tezin giriş kısmında, çalışmanın amacı, önemi, organizasyonu, yöntemi, çerçevesi ve sınırlılıkları yer almıştır.Birinci bölümde, üniversite ve yükseköğretimde değişim, yeni kamu yönetimi, stratejik planlama, SP'nin özellikleri, süreci, başarı faktörleri ve SP'nin yükseköğretime adaptasyonu incelenmiştir.İkinci bölümde dünyadaki üniversitelerde stratejik planlama çerçevesinde AB ülkeleri, ABD ve Türkiye'deki yüksek öğretim kurumlarında stratejik planlamaya yer verilmiş ve Türk yükseköğretimine geniş şekilde yer verilmiştir.Üçüncü bölüm yapılan anket çalışmasından elde edilen bulgular ve bulguların analizinden oluşmaktadır. Anket dört bölüm ve 42 sorudan oluşan ve ?Kamu İdarelerinde Stratejik Planlamaya İlişkin Usul ve Esaslar Hakkında Yönetmelikte? 26179 sayılı yönetmelikte belirtilen, I. Kademede stratejik planlamaya geçen 9 üniversitenin yöneticilerine (rektör, dekan, bölüm başkanı ve bunların yardımcıları, tıp fakültelerinde anabilim dalı başkanları ile YO ve MYO müdür ve yardımcıları) uygulanmıştır.Son bölüm sonuç, öneri ve değerlendirmeden oluşmaktadır.

In this research, strategic planning started to perform at public universities is investigated whether it provides benefit to Universities under financial-politic structure. In addition to that, the administrative cadre of the public universities was surveyed at this process. For this,1.To make a literature review on the characteristics of strategic planning,2.To investigate how strategic planning is processed,3. To search how the perspective of the administrative cadre of the public universities on strategic planning influence the implementation of strategic planning.At the introduction of the study, the purposes of the study, the plan, the method and the limitations was mentioned.In the first chapter, literature review was done in terms of the university, higher education, new public management, and terminology of strategic planning. In addition to that, strategic planning, the properties of strategic planning, its processes, and the adaptation of strategic plan on universities.In the second chapter, the implementations of strategic planning in USA, European Union and Turkish higher education are studied. Also, it was studied detailed Turkish higher education.In the third chapter, there are findings and analysis of outcome from the research. The survey include four parts including forty two questions ? The regulation of strategic planning on public administration...? is mentioned that the administrative cadre of nine public universities begun to perform strategic planning (rector, dean, head of department, associates, the head of the main disciplines at medicine faculty, and the principles of college/high school and vocational high school was surveyed.The last chapter of the study includes evaluations, and suggestions.
