Türkiye’de genç işsizliği ile mücadelede aktif işgücü piyasası politikaları

Abstract

Özellikle 1990'lardan bu yana tüm dünyada işsizliğin giderek arttığı gözlenmiş ve genç işsizliği genel işsizlik oranlarının çok üstünde bir oranla, hem gelişmiş hem de gelişmekte olan ülkeler için önemli bir sorun haline gelmiştir. 1980'lerde küreselleşme ile beraber hızla değişen teknoloji, bilgi ekonomisi ve artan uluslararası rekabet diğer alanlarda olduğu gibi işgücü piyasalarını etkilemiş ve işgücü piyasasında eğitimli, becerili, genç işgücüne gereksinim artmıştır. Bu süreç, genç işsizlikle mücadelede aktif işgücü piyasası politikalarının önemini artırmış ve aktif işgücü piyasası politikalarının ana hedef gruplarından biri gençler olarak belirlenmiştir.Dünyanın pek çok ülkesinde olduğu gibi Türkiye de ciddi bir genç işsizliği sorunu yaşamaktadır. Türkiye genç işsizliği ile mücadelede 1980'li yılların ortasından bu yana OECD ülkelerindeki deneyimlerden de yararlanarak çeşitli aktif işgücü piyasası program ve projelerini uygulamaya koymuştur.Genç işsizlere yönelik aktif politikaların etkilerinin tespit edilmesi, gelecekte bu gruplara yönelik doğru politika ve program oluşturmada büyük önem taşımaktadır. Ancak, Türkiye'de aktif işgücü piyasası politikaları için bir değerlendirme kültürü yoktur. Bu araştırma, genç işsizler üzerinde aktif işgücü piyasası politikalarının sonuçlarını ortaya koyan ulusal literatürdeki ilk çalışma olması açısından önemlidir.Bu araştırmanın temel amacı, ülkemizde genç işsizlere yönelik olarak uygulanan aktif işgücü piyasası programlardan biri olan ?Bilişim Çırakları Projesi'nin genç işsizler üzerinde etkilerinin neler olduğunu, başarı veya başarısızlıklarının nelerden kaynaklandığını öğrenmek ve elde edilen bulgulara dayanarak ülkemizde genç işsizlikle mücadele edilmesi için önerilerde bulunmaktır.Çalışmanın amacı doğrultusunda; `Bilişim Çırakları Projesi?ni bitiren gençler ile projeyi yürüten Türkiye İş Kurumu idarecilerine anket ve mülakat çalışması yapılmıştır.Bu çerçevede yapılan çalışma neticesinde, Türkiye'de genç işsizlere yönelik olarak uygulanan aktif işgücü piyasası programlarından biri olan `Bilişim Çırakları Projesi?nin genç işsizliğini azaltma ve genç istihdamını arttırma yönünde çok fazla etkili olmadığı tespit edilmiştir. Araştırma sonuçlarının gelişmiş ve gelişmekte olan ülkelerdeki değerlendirme literatürünü desteklediği görülmüştür.

Especially since 1990s, unemployment has been increasing throughout the world and youth unemployment has become one of the significant problems for both developed and underdeveloped countries indicating higher rates than general unemployment. Advancing technology, information economy and increasing international competition boosted by globalisation since 1980 have affected labour markets and necessitated highly qualified youth labour force in the labour markets. This process has increased the importance of active labour market policies at combating youth unemployment and youth have been determined as the main target of active labour market policies.Turkey has been experiencing serious youth unemployment problems. Turkey has implemented various active labour market programmes and projects at combating youth unemployment since the mid-1980s benefiting the experience of OECD countries.The results of current active policies for youth unemployed are important in producing suitable policies and programmes for youth in future. There is no ?evaluation culture? for active labour market programmes in Turkey. This research is important because of showing the results of the active labour market policies on youth unemployed for the first time in Turkish labour literature.The main aim of the thesis is to examine the effects of ?IT Apprentices Projects? which is one of the active labour market programmes implemented for youth unemployed and the reasons of success/failure and to suggest measures which aim at combating youth unemployment.In this context, Interviews and surveys have been conducted with participants of project and administrators of the ?Turkish Employment Office?As a result of the research, it can be concluded that ?IT Apprentices Projects? on youth unemployment which is one of the active labour market programmes implemented for youth unemployed in Turkey has a minor effect on decreasing youth unemployment and increasing youth employment. The result supports the existing literature in developed and underdeveloped countries.
