İdari ve sosyal açıdan Türkiye’de kentsel dönüşüm

Abstract

Kentsel dönüşüm bugün kentlerle ilgili çalışmaların en çok üzerinde durduğu konuların başında gelmektedir. Bunun sebebi bugün kentlerimizin büyük bir dönüşüm içinde olmalarıdır. Diğer taraftan dönüşüm sadece bugüne has bir olgu değildir. Dünyada kentler genel olarak sanayileşme ve modernleşmenin yaşandığı 19. yüzyıldan itibaren önemli bir dönüşüm süreci içindedirler.Çalışma üç ana bölüme ayrılmıştır. Birinci bölümde kent olgusu ve kentsel dönüşümün analizi yapılmıştır. Burada öncelikle kent olgusunun gelişim süreci ve bu konudaki temel yaklaşımlar ele alınmıştır. Bu bölümün son kısmında kentsel dönüşüm olgusunun pratik boyutları ele alındı. Dönüşümün amaçları, türleri, nedenleri, süreçleri gibi boyutları kentsel dönüşüm uygulamalarının konularıdır. Böylece konu hem teorik hem pratik yönleriyle incelenmiştir.İkinci bölüm Türkiye özeline girmektedir. Bu bölümün birinci kısmında Türkiye'de kentsel dönüşümün tarihsel gelişimi ele alınmıştır. Burada Osmanlı kenti klasik yönleriyle ele alındıktan sonra modernleşme sürecindeki gelişmelerden bahsedilmiştir. İkinci olarak Türkiye'deki dönüşümün hukuki boyutu, diğer bir deyişle yasal çerçeve ele alınmıştır.Üçüncü ve son bölümde ise 1980 sonrası gelişmeler ve adı özellikle kentsel dönüşüm olarak belirlenmiş olan uygulamalar ele alınmıştır. Bu noktada 1980 sonrası uygulamaların bir yönüyle 1980 öncesi sorunlara bir çare olmak üzere ortaya atıldığı, yani bir tepki olduğu bir başka yönüyle de daha önceki gelişmelerin bir devamı olduğu görülmüştür.Anahtar Kelimeler: Kentsel Dönüüm, Küreselleme, Yerelleme, Kentleme, Modernleme

Today, urban transformation is one of the most focused studies on about cities. The reason for this, our cities are in a major transformation process today. On the other hand transformation is not just our case. Since 19. century, cities in the world, in general, is experiencing industrialization and modernization. Because of this, cities undergone a significant transformation.The work is divided into three main sections. In the first chapter the city and urban transformation is analized. Here, at first the phenomenon of urban development process and the basic approaches are discussed. Practical dimensions of the phenomenon of urban transformation are discussed in the last section of this chapter. Practical dimensions of urban transformation are issues such as transformation purposes, types, causes, processes, applications. Thus, both theoretical and practical aspects of the subject are studied.The second part enters into the specifics of Turkey. Historical development of urban transformation is discussed in the first part of this chapter. Here, at first the classical characteristics of the Ottoman city and than, developments in the modernization process are examined. In the second chapter of this part, legal framework is discussed.The third and final section deals with post-1980 developments and applications, namely urban transformation. At this point, post-1980 developments are viewed as a solution to pre-1980 problems.
