Gelir seviyesinin sosyal dışlanmaya etkisi (Mardin ili örneği)

Abstract

Sosyal sorun kavramı insanlığın var olduğu günden itibaren varlığını devam ettiren bir kavram olmakla birlikte özellikle sanayi devrimi ve sonrası dönemlerde sosyal hayatı fazlaca baskı altına almıştır. Sosyal sorunların beraberinde getirdiği sosyal dışlanma olgusu bu kavramın üzerinde önemle durulmasını gerekli kılmaktadır. Sosyal dışlanma toplumsal hayata katılımı engellemenin yanında, toplum tarafından alışılagelmiş üretim yöntemlerinin dışına itilme sonucunu da doğurmaktadır. Toplumsal hayata adapte olamama ve var olan üretim süreçlerine dahil olamama ise toplumun huzurunu engelleyici ve birlikte yaşama kültürünü azaltıcı etkileri içerisinde barındırmaktadır. Sosyal dışlanmanın karşı tarafını temsil eden sosyal içerme kavramı ise bünyesinde birlikte yaşama kültürünü, toplumsal rehabilitasyonu sağlayıcı unsurları ve en önemlisi de sosyal sorunlarla birlikte mücadele etme azimini barındırmaktadır. Bu yönüyle sosyal sorunlarla mücadele edebilmenin sihirli formülü etkin ve sistemli bir sosyal içerme programının uygulanmasında aranmalıdır. Sosyal sorunlarla etkin bir mücadele için gerekli olan sosyal içerme programlarının hayata geçirilmesi ise ülke, bölge ve yerel düzeydeki sosyal sorunların sağlıklı bir şekilde tespit edilerek haritalandırılması sayesinde gerçekleşebilecektir. Sosyal sorunların haritalanması sayesinde hangi yörede hangi sosyal sorunla mücadele edilmesi gerektiği ve o yöredeki sosyal sorunlarla etkin mücadele için hangi merkezi veya yerel sosyal politika argümanlarının uygulanması gerektiği sağlıklı bir sistem dahilinde ortaya konulmuş olacaktır. Sosyal dışlanma çoğu zaman yoksulluk kavramıyla karıştırılmaktadır. Sosyal dışlanma ve yoksulluk birbirlerine sebep-sonuç ilişkisiyle bağlıdır. Sosyal dışlanma literatürde yoksulluğu da içine alan daha geniş bir kavramdır. Sosyal dışlanmanın temel nedenlerinden biri yoksulluk yani gelir eksikliği olduğu bilindiğine göre gelir seviyesi ile sosyal dışlanma arasındaki ilişkinin yönü ve derecesinin tespiti çok önemlidir. Çalışmanın temel amacı; Gelir seviyesinin sosyal dışlanmaya etkisi olup olmadığını akademik bir çerçevede incelemektir. Çalışmanın yöntemi; Öncelikle literatür incelemesi yapılacak olup sonrasında farklı gelir gruplarının yaşam alanlarındaki sosyal dışlanma görünümleri saha çalışması yöntemiyle tespit edilecektir. Bu tespitler sonucunda sosyal dışlanmayı tetikleyen ekonomik, sosyal ve kültürel tüm unsurlar farklı gelir gruplarına göre ayrıntılı olarak irdelenecektir.

Social problem is a concept continuing its existence since human being was in existence as well as suppressed the social life during and after the industrial revolution. Social exclusion fact brought along social problems makes essential to overemphasize on this concept. Besides preventing participation in social life, social exclusion has been causing exclusion from habitual production methods of society. Nonassimilation to social life and not to be included to existing production process have been containing in social unrest and reducing the culture of living together impacts. Social inclusion concept, representing opposite side of social exclusion, have been containing the culture of living together, social rehabilitation supplier components and above all, tenacity of struggling against social problems. From this aspect, magical formula of struggling against social problems should be searched for implementation of active and systematic social inclusion program. Being implemented of social inclusion programs required for effective struggle against social problems will occur in virtue of mapping social problems in national, regional and local level by retaining healthily. Through mapping of social problems, in which territory is required to struggle against which social problem and for effective struggle against social problems which centre or local social policy arguments is required to be implemented in that territory will be set forth in systematic. Social exclusion is mostly confused with poverty. Social exclusion and poverty are related to eachother with cause and effect relationship. Social exclusion is broader concept including poverty in literature. As it is known that one of the main reasons of social exclusion is poverty, in other words, income shortage, the detection of the direction and degree of relationship with income level and social exclusion is important. The main aim of the study is to analyze whether there is any impact of income level on social exclusion in academic framework. The method of the study is to make an examination of literature firstly and then, detect social exclusion aspects in living space of different income groups with fieldwork method. At theend of these detections, economic, social and cultural factor striggering social exclusion will be scrutinized in detail according to different income groups.
