Türk kamu yönetiminde makul sürede karar verme : kaymakamlıklar örneği

Abstract

İyi yönetim, son dönemlerde yeni yönetim düşüncesinin gelişmesi ile birlikte önem kazanan bir kavram haline gelmiştir. Özellikle Avrupa Birliği'nin (AB) iyi yönetim kapsamındaki düzenlemeleri ile bu alandaki gelişmeler, tüm dünyada etkili olmaya başlamıştır. İyi yönetim içerisinde gelişen bir kavram olan makul sürede karar verme ilkesi de vatandaşların yönetim karşısında korunması amaçlı düzenlemelerden biri durumundadır. Güçlü merkezi yapı, ağır işleyen bürokrasi ve kırtasiyeciliğin egemen olduğu Türk kamu yönetiminde, iyi yönetim ilkesi son yıllarda kendisine daha fazla yer bulmaya başlamıştır. Bu kapsamda bağımsız bir makul süre düzenlemesi olmasa da idarenin uygulamalarına yönelik denetimler arttırılmıştır. Çalışma kapsamında da vatandaşların devlet ile yüz yüze geldiği ilk, yaygın ve yoğun idari birimlerde iyi yönetim anlayışının makul süre boyutunun uygulama düzeyi ve biçimlerinin tespitine yönelik bir araştırmaya yer verilmiştir. Tez çalışması, teorik-kavramsal çerçeve ve alan araştırmasından oluşmaktadır. Çalışmada nicel yöntemlerle veri toplanmış ve analiz edilmiştir. Bir soru listesinden oluşan anket yöntemi tercih edilmiştir. Türk kamu yönetiminin makul sürede karar alma ilkesine bağlılık düzeyinin yüksek olduğu, ancak bazı eksiklikleri bulunmakla beraber kendisini geliştirme eğilimini de bünyesinde taşıdığı değerlendirilmektedir.

Good administration has recently become an important concept with the development of new management thinking. Especially the regulations of the European Union in the field of good administration and developments in this area have started to be effective all over the world. Reasonable time decision-making principle, which is a developing concept in good administration, is one of the regulations aimed at protecting the citizens against the administration. In recent years, the principle of good administration, where strong central structure, heavy-duty bureaucracy and red tape dominate, has started to find more space in itself in Turkish public administration. In this context, audits for the implementation of policies and administrative procedures have increased, even though there is no legal arrangement regarding independent reasonable time. In this context, an empirical research has been conducted to determine the application level and forms of the reasonable time dimension of good governance in the first step, widespread and intensive administrative units where the citizens face directly the government. Thesis study consists of two main bodies: (1) theoretical-conceptual framework and (2) field research. Data were collected and analyzed by quantitative methods in the study. A questionnaire is designated that consists of a list of concrete questions about decision-making in a reasonable time. It is evaluated that the level of commitment of the Turkish public administration to the decision-making principle in a reasonable period is high. Even there are certain deficiencies, a tendency of improvement of the quality of decision-making has been detected.
