Türkiye'de çok partili hayata geçiş sürecinin tamamlandığı ve DP'nin iktidarda olduğu 1950 ile 1960 arasındaki on yıllık süreçte Kocaeli'nde idarî, ekonomik, siyasal, asayiş, sosyal ve kültürel alanlarda büyük değişimler ve gelişimler görülmüştür. İdarî alanda kazalar ile vilâyetler arasında hudut değişiklikleri yapılmış ve çok sayıda köy ile nahiyenin sınırları değiştirilmiştir. Bu yolla kişiler arası sınır anlaşmazlıklarının da büyük ölücüde önüne geçilmiştir. Müteakiben Kocaeli'nde idarî alanda büyük bir değişiklik yapılmış ve vilâyete bağlı beş ilçe, buradan alınarak ve sadece onların katılımıyla Sakarya adında yeni bir vilâyet teşekkül etmiştir. Bu durum, Kocaeli'nde mühim değişiklilerin de yaşanmasının temel sebebi olmuştur. Bu anlamda, idarî alandaki en önemli çalışmalardan biri ise vilâyetin her yerinde tapu kadastro çalışmalarının yapılmasıdır. Böylece vilâyette tapu-kadastrosu yapılmayan hiçbir arazi bırakılmamıştır. Bu tarihlerde Kocaeli başta tarım ve hayvancılık olmak üzere sanayi ve ticaret alanında büyük gelişme göstermiştir. Kocaeli'nde ekonominin gelişmesinin doğal sonucu olarak da vilâyette sosyal ve kültürel alana hizmet eden birçok sosyal, sağlık ve eğitim ile ilgili tesisler açılmıştır. Örneğin 200'den fazla yeni ilkokul, onlarca ortaokul ve yeni lise inşa edilmiş; sağlık alanında çok sayıda hastane, dispanser ve sağlık merkezleri hizmete sunulmuştur. Bu dönemde Kocaeli'nde çok sayıda yeni dernek ve sendika açılmıştır. Bu anlamda Türkiye'de kişi başına en fazla dernek ve sendika düşen Kocaeli'nde sivil toplum örgütlerinin etkinliği daha da artmıştır. Kültürel alanda çok sayıda sinemanın açıldığı Kocaeli'nde, sinema salonları insanların temel eğlence ve dinlenme yerlerinden birisi haline gelmişti. In the decade between 1950 and 1960 when the process of transition to the multi-party life in Turkey was completed and when the Democrat Party was in power, there were significant changes in the lives of people in Kocaeli in terms of administration, economy, politics, and public order, social and cultural lives. In terms of administration, the borderlines were formed between provinces, cities, and townships, and the borders of many villages and sub-districts were changed. By this means, the disputes on limits of land between people were prevented to a great extent. And following this, there was a big change in Kocaeli in terms of administration. Five townships were separated from the province of Kocaeli, and a new province called Sakarya was formed. This was the fundamental cause of many important changes experienced in Kocaeli. In this sense, one of the most significant studies in terms of administration was that land registry works were realized all over the province. In this manner, there was no piece of land remained for which land registry works were not done. As a natural outcome of the development of industrial activities in Kocaeli, many social, health, and educational facilities providing service in the fields of social and cultural lives were opened in the province. For example, more than 200 new elementary schools, many junior high schools, and high schools were built and opened. Also in the field of health services, many hospitals, dispensaries, and health centers were opened. During this period, many new associations and trade unions were opened in Kocaeli. In this sense, the effectiveness of the non-governmental civil society organizations have increased more than ever in Kocaeli, where the rate of per person associations and trade unions is highest in Turkey. In the field of culture many new cinemas were opened, and they became one of the most important entertainment and recreation centers in Kocaeli. In addition, the theater groups and music bands coming to the province were among the fundamental entertainments of the people.
